Due to the particularity of Chinese system shunt, rural labor migration has itsimpermanent features.A large number of rural labor force through the rural urbanmigration has completed only because the farmer to workers’ occupation conversion, butnot in the city to settle down, achieve the identity conversion from the farmer to citizen,which appeared in the very Chinese characteristics of migrant workers groups. Labornon-permanent migration and migration is compared, be helpful for urban and ruralnatural resources reasonable configuration, on China’s economic development has playeda huge role in promoting; but compared with permanent migration, there are a lot ofproblems, restricting the sustainable and healthy development of the national economy.Researches on how to promote the rural labor force permanent migration; migrantworkers groups realize citizenization has important theoretical and practical significance.This article has been written from five aspects of Chinese city in the process ofcitizenization of migrant workers issues, and respectively is the Chinese rural labormigration in the historical evolution and reality of Chinese characteristics, thesignificance of non-permanent migration of rural labor force and the citizenization ofmigrant workers.The first part, Chinese rural labor migration in the historical evolution and realisticfeatures. China’s rural labor force moving to urban migration is a historical process, andit has its own characteristics. The process cannot be separated from the economic andsocial development and the independent existence. Therefore, from the historical point ofview, to seize the city changes a course in the course of China’s development for Chinesecity of migrant workers in the process of urbanization problem has practical significance,but also provides a practical basis.The second part, the significance of non-permanent migration of rural labor forceand the citizenization of migrant workers, but to the flow of labor force, the transfer isdivided into permanent and non permanent, permanent migration refers to the labor flowto town after they settled in the city, into the city, complete change, rather thanpermanent migration refers to the labor migration to the city. The third part, first of all, I stated a questionnaire among the Chinese migrantworkers non citizen, and statistical analysis, from the data of statistics I stated the costbenefit analysis of citizenization of migrant workers. Then infer the reasons due to thecitizenization of migrant workers cost high but earn low. This part can be mainly dividedinto five aspects, which are respectively lacking of stable employment of migrantworkers return is the main reason;The fourth part, mainly studied for the foreign rural labor migration models, andtakes the Britain, India and Japan as a example. The enlightenment can be mainly dividedinto three aspects, protection of agricultural development, strengthen the foundationinfrastructure construction and improve the level of employment.The fifth part, states the Countermeasures for promoting urbanization of China.through analysis and study with the forth four part,, present obstacles for force of ruralsurplus labor to realize a city to change is the most fundamental problem is the city lifecost is exorbitant, and migrant workers to achieve permanent city of insufficient income.
