Research On The Farmers' Participation In The Implementation Of Land Reclamation Regulations

The Land Reclamation Regulations is an important basis for regulating land reclamation activities,strengthening the management of land reclamation,and improving the social,economic and ecological benefits of land use.In the implementation of the Land Reclamation Regulations,the study of the participation of farmers who is as the right-holder for land reclamation can not only promotes all the land reclamation activities.Under the legal order of land reclamation,the purpose is to make full use of land resources,maximize the social wealth and realize the sustainable development of natural resources.It can also realize the unification of the intrinsic value of the procedure,the actual entity and the supposed entity in the land reclamation activities and also the maximum benefit of the activities.Land reclamation has an important role in increasing cultivated land area,improving land use efficiency,promoting ecological reconstruction and sustainable development.The research on the participation of farmers in the implementation of Land Reclamation Regulations is under the guidance of the implementation of the most stringent farmland protection system and the most stringent land use system.Study on the activities of the farmers who is the right-holder for land reclamation under the guidelines and regulations of the Land Reclamation Regulations and the counter measures to the implementation of the Land Reclamation Regulations.The study of farmers' participation in the implementation of Land Reclamation Regulations is composed of two elements: “the implementation of Land Reclamation Regulations” and “farmers' participation”.Study on farmers' participation in the implementation of Land Reclamation Regulations based on the perspective of land reclamation rights,we should proceed analysis on “Land Reclamation Regulations and its implementation”,concept clarification and integration of “farmers who as right-holder for land reclamation and their participation” and the interaction of related participation of farmers in “Land Reclamation Regulations” at first.Then,on the basis of it,this paper uses the method of empirical analysis to investigate the problems existing in the implementation of the “Land Reclamation Regulations” which is participated by farmers as the right-holder and ultimately explore the improvement path for the relevant farmers.Through the interviews of the sample areas,the author carries out the empirical analysis on the implementation of the Land Reclamation Regulations and the relationship between the two kinds of social facts: participation ability and participation space which is required by farmers in the implementation of Land Reclamation Regulations.On the one hand,the author compares and analyzes the farmers' cognition and evaluation of the Land Reclamation Regulations,the cognition of the participation in the land reclamation activities and the farmers' expectations of the ideal land reclamation activities.Then the author goes on describe the effect of the implementation of the land reclamation regulations as an independent variable on the participation ability and participation space which is required by farmers in the activities of land reclamation.On the other hand,based on the farmers' cognition of the Land Reclamation Regulations and their awareness on the causes of the implementation of the regulations and the improvement path of it,we should strengthen the farmers' rights consciousness,cultivate farmers' awareness of rules,promote the participation of organizations in order to achieve the initiative of farmers;We should make clear the property right of land reclamation,set up the circulation of cultivated land,improve the land reclamation margin system,so as to realize the balance of the distribution of interests;It is necessary to set up the targets and criteria of participation,organize platform norms and responsibility norms in order to achieve the standardization of farmers' participation.We should clarify the future development direction of land reclamation system as a dependent variable from three aspects: the farmers' participation ability,participation enthusiasm and space.
