The Study Of Emergency Disposal Mechanism About Environmental Mass Incidents In Quanzhou

Nowadays our country has entered the deep zone and the transition period of the reform and opening up.During the transition period,various kinds of contradiction are increasingly complex.Social unrest increases gradually and mass incidents happen frequently.Especially environmental mass incidents,it rises at a rate of 29%year every year.Environment problem has become a new flashpoint of social instability.How to deal with the environmental mass incidents has become a great task that the Party and the government are facing.In the process of economic and social development,Quanzhou also faces the dilemma of economic development and environment protection.This thesis puts environmental mass incidents happened in Quanzhou in recent years as the research object,analyzes the environmental development trend throughout the data of the mass incidents which the public security organs involved in processing these years.Through the ways of case analysis,literature research and comparative research,the thesis joints the mass incidents happened in Quangang United Chemical Plants in 2013,Quangang Xiaocuo in 2014,Quanzhou Meat Processing Plant in 2010,Huian Dongqiao in 2013 as typical cases,and makes the in-depth analysis and comparison of emergency disposal about the environmental mass incidents by the governments at all levels in Quanzhou.Then the paper summarizes the problem existing in the emergency disposal mechanism about environmental mass incidents in Quanzhou,and puts forward some countermeasures and suggestions,like normalizing the emergency disposal mechanism about the environmental mass incidents,enhancing the publicity of law-abiding,establishing the government responding mechanism,implementing the environment accountability mechanisms,and completing people's appeal channels and so on.The research results expanding the relevant theoretical research,and offer the decision references and policy basis for government at all levels when preventing and controlling the environmental mass incidents.
