Study Of Government Functions Perfection In Service Industry In Fengze District Of Quanzhou

Fengze District as the core area in central zone of Quanzhou city,is a new district established after dividing the original Licheng District into three parts,which has been approved by the State Council in August 1997.It has 8 streets and 77 communities,and its total area is 126.5 square kilometers.Since its establishment,the Fengze District Government vigorously promotes the service industry basing on the actual,and the service industry becomes the fastest growing industry in Fengze District.In 2009,the service industry proportion of Fengze District ranks the first in Quanzhou city,and it is the first district whose proportion of the third industry is more than 50% in Quanzhou city.Service industry is not only an important part of national economy,but also an important symbol to measure the development of modern economy and social development.How to promote the government's functions in developing service industry gets more and more attention all over the world.Based on the actual conditions,this article focuses on the analysis of the Fengze District Government's functions in the development of the service industry.Recently,the government mainly through the following approaches like making plan for the service industry,improving the government's service guarantee mechanism,implementing the industry supporting policy,improving the infrastructure construction,and introducing and cultivating the talents to further develop its service industry.This paper takes the performance of the Fengze District Government in the development of the electronic-commerce as example,further analyses the problems existed in the Fengze District Government's functions during the development process of service industry and their reasons.The main reasons include the absence of government responsibility and the displacement of government,the lacking of support policies and the unsoundness of the government internal supervision system,etc.Referring to the outcome of previous theory and the advanced experience in some regions of China,the author offers some suggestions from the following aspects to perfect the Fengze District Government's functions in the development of the service industry.At first,the government should clearly define role of their own and obey the rule in the development of service industry,clearly define the government functions,and bring the trade organization into fully play in the development of industry group in the service sector.Secondly,take plan as the main item.Reasonably project the industry development by taking clear development target of the service industry,increasing strategy awareness and decreasing blindness.Finally,by providing a good investment environment,reinforcing the security system,intensifying policy support,perfecting public infrastructure construction and so on to provide excellent development environment for the service industry.
