Research On The Government Economical Functions In The Development Of Industrial Parks Of Fengze District Quanzhou City

During the economical development,the local government almost through the construction of industrial parks and strengthen economic output to promote industrial agglomeration.The local government is facing an important task,which is playing the government functions effectively to promote a virtuous circle of industrial parks.Although we have rich location,the land space is limited.Our industrial parks such as Quanzhou software park,Fujian HaiXi Advertising industrial park have different kinds of problems,for example,insufficient economic benefits poor industrial agglomeration.In the development of industrial parks,the government functions need to be further optimized.The article starts from the characteristics of industrial park construction and operation,using the public management theories such as market failure,public products and government functions,sorting out the current situation of government functions in the development of the industrial park in Fengze District.We use promote industrial park construction,industrial development,reward support policy public,products supply four aspects to analysis low efficiency in the industrial development of our district,the improved industrial cultivation effect,the limiting supply capacity of public goods.The main reason is that the lack of effective performance evaluation mechanism,the industrial development plans and polices to be perfect and function position is not clear.On the basis of learning the advanced experience of Yuhuangshannan fund town,Zhongguancun science and technology park,Tsukuba Science City,silicon valley and other domestic parks.I will take three advice: First,we can improve the efficiency of the government function through the strict define boundaries,making scientific evaluation mechanism.Second,we can guide with optimizing industrial development plans,strengthening the investment promotion improving incentive and support policies.Third we can strengthen the supply public goods through the optimization of government services and diversified supply model.
