Analysis Of Fishermen's Social Security Based On The Perspective Of Fishery Cooperatives

How to improve the social security level of fishermen is a social issue of common concern.At present,the number of our fishery villages is more than 8 thousand,fishery population is about 20 million,the number of fishermen is a large,fishermen is a decentralized social group,their degree of organization is lower,their ability to resist risk is not enough.The construction of village social stability need a perfect fishermen social security,for constructing harmonious fishery villages and harmonious society,we need to grasp the social security situation of fishermen better.Firstly,through theoretical analysis of the overall social insurance system of fishermen,we can find that fishermen' s social insurance is not perfect;their social security awareness is not high enough;their sources of social security funds is not sufficient;there are many causes of social security problems of fishermen;the first reason is village's economic level is not high;different policy in urban and rural areas bring bad effect;fishermen' s society security system has its particularity;fishermen social security management is not scientific;the law about fishery social security is not completed.fishermen in Zhejiang province and Guangdong province meet different social security problems,social insurance of the fishermen in Zhejiang is fragmented,propaganda form of relevant policy is single,fishermen do not pay attention to understand the policy.The cultural degree of most of the fishermen is not enough,so they can' t understand the policy system completely.In addition,the boat owner' s responsibility is limited,there is impossible to meet the demand of the workers,fishermen are lack of confidence to the social security,the satisfaction of the system is not enough.In recent years,the increasing speed of fishermen income in Guangdong is slower.and they don' t have unemployment insurance.With the reduction of the ship,more and more fishermen lose their job,their security problems need to be solved urgently.Fishery cooperatives is a powerful tool to realize the modernization of fishery village,it can improve the degree of organization of the fishermen.Fisheries cooperatives have powerful economic function,but its social functions have rarely been studied.Through the study of fishery cooperatives function,we find that the most direct impetus of fishery cooperatives is the contradiction between small production and big market,but also because the characteristics of fishery management,fishermen have to combine with each other,then fisheries cooperatives came into being.Fisheries cooperatives not only ensure the operational autonomy of fishermen,and contributed to the scale effect,the transaction cost of fishermen become smaller,and the system of fishery cooperatives ensures that the fishermen is the largest profit groups,fisheries cooperatives can greatly improve the degree of organization of fishermen.We can just think whether the fishery cooperatives can become a breakthrough to solve the problem of social security of fishermen.At present,the research on social security for fishermen only use single index,such as income,satisfaction,but the single index can not measure performance.So this paper build a comprehensive evaluation index system to measure the social security level of fishermen.Firstly,the economic indicators,including fishermen income,living expenses,net income per year;secondly,the indicators of living conditions,including fishermen' s living area,residential location,housing type,surrounding facilities and convenience of water supply;thirdly,the social opportunity index,including educational opportunity and education resources,job opportunities and medical resources,interpersonal situation outside the family;the last one is the index of social insurance,including fishermen pension insurance,medical insurance,the health situation of the fishermen,the other commercial insurance,the level of social insurance.Through interviews and a questionnaire survey of fishermen in Zhejiang Zhangzhou village and Guangdong Kunpeng village,The index of the fishermen of social security are analyzed.Using fuzzy evaluation method and the MATLAB software to measure the level of fishermen' s.Through the study: in the same conditions,the social security level of fishermen who participate in the cooperatives is higher than the fishermen who do not participate in the cooperatives;and the higher the degree of organization of cooperatives is,the higher of the level of fishermen' s social security is.The government can guide the fishermen join a cooperatives through relevant policies.Finally,this paper put forward some thinking and suggestions.In fact,fisheries cooperatives is the organization contain public nature,we can improve the system of laws and regulations,expand fisheries cooperatives' existing scale.In addition,to strengthen the fishermen cooperatives publicity,let more fishermen join fisheries cooperatives,improve the degree of organization of the fishermen,the government should provide policy guidance for fisheries cooperatives,strengthen the financial investment,let fisheries cooperatives can improve the level of fishermen' s social security.
