Research On The Early Warning System Of Social Insurance

Social insurance，as an important part in social security system，has played an importantrole in maintaining social stability and harmony，ensuring the basic needs of life，so it wasvividly called the national and social “safety net”．At present，there are some risks on China’ssocial insurance such as flaws in system-designing，poor management in income and expensesand improper operation．Adding that our country has stepped into the aging society and theelderly population is increasing rapidly．Social endowment insurance is facing with greaterpressure．The continuous increasing in social pension insurance fund gap which is caused by alarge number of workers to retire ahead of schedule and the transformation cost．And it addssocial insurance risk even more．At the same time，China’s social insurance system reform isalso accompanied with globalization，informationalization，the building of the marketeconomy，social structure transformation and a series of macro-environmental impact．Thesocial insurance system as a way against social risk also faces with a great deal ofuncertainty．Therefore，the urgency of early-warning research on strengthening socialinsurance risk is obvious．At the same time，it also helps to provide a scientific basis for theprevention of the social insurance risk and to investigate the effectiveness of social insurancesystem．In the summary and the reference number of scholars on the basis of research results，this paper aiming at the problem of the social insurance risk，from six aspects which are thesystem risk，financial risk，management risk，payment risk，social risk，moral risk，describesthe possible risks and causes in the process in detail．On this basis，it uses fuzzy mathematicalmethod to construct the social security insurance risk early-warning index，trying to set upthe early-warning model．Detailed analysis of the risks of social insurance， according to the results ofearly-warning，selects the best risk management techniques to control the risk and to reduceloss．Finally，according to the warning prompt，it finds the source of risk and timely finds theproblems of the social insurance risk management，which is good to correct them and goodfor identifying，controlling，preventing the insurance risk and promoting the development ofsocial insurance system．It is not only of great significance to maintain long-term socialstability but also provides some theoretical basis for the future of the establishment of socialinsurance risk early-warning mechanism．...
