Research On Local Government Conduct In The Transformation And Development Of Specilized Town In Foshan

Since the reform and opening up,41 specilized towns gradually formed in Foshan which accounted for more than 90% of GDP of Foshan city.However,Foshan specilized towns are facing constraints such as energy,land,labor,and pressure and challenges of environmental governance and urban upgrading because of intensified competition at home and abroad and emergence of crowded effect of industrial clusters.In this new normal economy,how to promote the transformation development of specilized towns has become an urgent task to be solved for local governments.Based on relevant theories,this paper takes Foshan specilized town as an example,from the government point of view,delves into all kinds of behavioral biases of local government during the transformation of specilized towns,mainly including not smooth government internal relations,offside behavior and function absence of government,opportunistic tendency of government behavior and so on;sunmming up experiences of local government behavior in the transformation development of specilized towns in other areas;puts forward specific policy suggestions to promote the transformation development of Foshan specilized town,such as constructing the new pattern of administrative region of specilized towns,new development style of regional industry,the regional development mode of "industry&city&human" and the "one net type" government service system to deal with existing problems,etc.
