Research On The Standardization Of Government Conduct Under The Perspective Of Shantytowns Transformation In Chongqing

General Office of the State Council issued The Recommendation about Accelerating Shantytowns Transformation Work in July 2013, it mentioned that “from the year of 2013 to 2017, we plan to transform 10 million kinds of shantytowns in 5 years, and we will transform 8 million shantytowns in the urban within 5years”. After that, the Chongqing government issued The Specialized planning of Urban Shantytowns Transformation from the Year of 2013 to 2017, the general task of Chongqing shantytowns transformation comes to 12.3359 million square meters with 14.2701 thousand households, and this plan involved 323 areas, which distribute 35 counties. From the document that issued by the Chongqing government, which named [2015]64, it says that the shantytowns transformation is a kind of livelihood project that can not only bring benefits to thousands households, but also a developmental project that can improve the new urbanization and stimulate consumption and investment.This paper starts with the related conceptions of local government shantytowns transformation, based on the Principal-Agent Theory, Game Theory, Welfare Economics Theory, New Agent Theory and so on; at the same time, this paper uses Literature Research Method, Comparative Analysis Method, Historical Method to analyze that the key points of government misconduct in shantytowns transformation of Chongqing are land requisition and demolishing, and displacement and resettlement. Through the cases comparative between the government misconduct in shantytowns transformation of Chongqing and the successful model of shantytowns transformation in our Country can get the conclusion that the Chongqing government plays 4 roles in the process of shantytowns transformation; in addition, depends on the performance and cause of government misconduct to put forward the system design and policy recommendation that can standardize government conduct in shantytowns transformation of Chongqing.The main contents of this paper can divide as 4 parts that consist with 6 chapters, that is to say, the introduction, the theory research, the case analysis, and research innovation. The first chapter is introduction, mainly introducing the research significance and contents, the literature review, the innovation and shortcoming of research. The second chapter includes conception definition and theory foundation, defining the related conceptions of shantytowns transformation and standardization of government conduct, elaborating the theory foundations, such as, the Welfare Economics Theory, the New Agent Theory, the Governmental Responsibility in Interest Game and so on. The third chapter mainly talks the government conduct changes during the shantytowns transformation of Chongqing, with emphasis on the shantytowns transformation situations, that is to say, from the Chongqing become the Direct-controlled municipality to 2013, and from 2013 to nowadays, then describing the governmental role changes in shantytowns transformation since Chongqing become the Direct-controlled municipality, that is to say, the roles of interest fighter, regime agent, public service provider, and law-based administrator.
