A Study On Town Government’s Governance During Social Transformation

In the period of social transformation, a great change has come over the rural area of China. It is a common issue worldwide now that discovering the suitable pattern of government administration. The dissertation reflexes the administration of the rural area by governments of villages and towns, exercising knowledge of several subjects such as Management Science, Sociology and Political Science.In the beginning, it asserts that the pattern of government administration has to be transformed and perfected during the period of social transformation and analyzes the theory of public governance which has reference value for our government administration. On the basis of theoretical study, it sums up problems, causes and suggestions of the government administration. Taking the town C as example, I have looked into the problems of administration by its town government and the consequences of these problems. My survey suggests that there were several serious problems to be solved in its governmental administration. Firstly, the administrative ability of civil servants needs cultivating. Secondly, segments of the whole government are inclined to functioning solitarily. Thirdly, the function of the government needs more democratic factor. Lastly, the constructing of culture and the protecting of the ecological environment are ignored by the governmental administration. As a result, people do not trust the government anymore and their interests are damaged. Therefore, I suggest that resolving the problems above by taking steps as follows. a) Enhance civil servants’ administrative ability. b) Build the mechanism of cooperation which units the whole government. c) Perfect the mechanism of democratic participation and enhancing the civil spirit of the people. d) Promote the overall development of rural society through strengthening the cultural and ecological construction.
