Research On The Transformation Of Town Government Function

Reform of town government is an important issue concerned by CCP and the government, and one of hot issues in academic research. Function is the government's core element. Along with development of the society and economic, demands of the government have being changed. Government must fulfill social management and public service functions in addition to economic development, and government is not merely an economic development subject, but also should be a public, effective and accountable public service-oriented one.The dissertation focuses on analyzing the process of transformation in functions in Xizhou town, which is one of Central Town in Zhejiang Province. First, the dissertation describes and analyses the three stages of the transformation of government functions, government's functions and building in Xizhou town. Second, the dissertation determinates the main problems in transformation of functions, including the lack of summarizing building experiences, imperfection of administrative behaviors, incompetence of town government. Third, the dissertation indicates that the public service-oriented government is the main goal of the transformation of government functions, and it's important for a service-oriented town government building to establish an idea of people oriented, to optimize the system environment, to establish the public finance system, administrative approval system, system for land expropriation and requisition, system of vocational assessment to suit and support public service-oriented government. Finally, the experiences from example of Xizhou town have referential significance for other town in China, because as the rapid socio-economic development in Zhejiang Province towns, many of the problems and the innovation in government are foremost.
