Research On Community Public Relations Construction Of Public Security Organs

Community public relations construction of Public security organs is an important part of police public relations.Public security organs to participate in community public affairs governance,community-based carried out for the community public relations,the purpose is to narrow the community with the public,to establish a good interactive relationship.In the construction of community public relations,the public security organs need to be based on community governance and citizen participation,give full play to the role of public relations functions,and actively mobilize community resources to carry out community public relations activities.On the basis of summing up practical experience and relevant theoretical research results,this paper puts forward the public security organs should locate the following functions : establishing communication channels between public security organs and community public so as to facilitate two-way exchange of information and understand the situation;to maintain the image of public security organizations,transmission the core values of the police to the community public;promoting the public relations between the public security organs and the community public;to enhance the community public awareness of public security organs and police groups;to establish a partnership with the community public,cooperated with each other to participate in community security governance.This study analyzes some problems existing in the practice,such as system design,organization construction,staffing and legal norms.This paper first introduces the experience of public relations construction of police community in overseas countries and regions,including the practice of public relations in Hong Kong police community,the general situation of public relations work of American police community and the practice of community communication of Japanese police.Hoping to base China's national conditions and police intelligence,learn from foreign advanced experience,and promote China's public security organs of public relations development.In the specific countermeasures,we hope to promote the public relations construction of public security organs through systematic planning,clear function positioning and management concept,straighten out the work train of thought,perfect the related system,improving the organizational structure,strengthen the personnel training,innovating the work means and so on.
