A Study On The Construction Model And Experience Of Police-civilian Relation In Ethnic Minority Communities

The proposition of how to build the relationship between the police and the community in the new era endows the public security organ with a sacred mission.However,how to construct police-civilian relations is a universal problem facing the whole world.Especially after entering the 21 st century,with the economic transition and social transformation,China's public security situation has undergone a major change,and the relationship between the police and the public has encountered new problems.Ethnic minority communities are characterized by backward social development,complicated ethnic religions,diverse ethnic languages,different customs,weak degree of stability and high political sensitivity,which make the construction of police-civilian relation faces great challenges.As important areas concerned by the state,the areas inhabited by ethnic minorities are the key to comprehensively deepening reform and overcoming difficulties.The construction of the relation in ethnic minority communities is related to the construction of harmonious ethnic relation and the long-term peace and stability of the country.Only by establishing a harmonious police-civilian relationship can we win the support of the majority of the people and provide strong support for the development of various public security work.Based on the governance theory,“craftsman” theory,the theory of police-community relationship and the theory of ethnic relation,this paper makes full use of the methods of literature and field research,and takes the minority inhabited area of Shifosi town,Nanyang city,Henan province as the research object.Combining with the typical practice of constructing police-civilian relation in other ethnic communities in China,this paper deeply analyzes the problems existing in police-civilian relation in the current ethnic minority communities,and then puts forward some suggestions for the construction of police-civilian relation.This paper consists of six parts.The first chapter introduces the research background,research significance and research methods,and summarizes the research status of police-civilian relation at home and abroad,and police-civilian relation in ethnic minority communities in China.The second chapter introduces related concepts and theoretical basis.Starting from the concepts of the ethnic minority,the national minority community,police-civilian relation in ethnic minority communities,characteristics of police-civilian relation in ethnic minority communities,this paper explains the theory of governance,“craftsman” theory,the theory of police-community relationship,and the theory of ethnic relation.The third chapter analyzes the problems existing in the relations between the police and the people in the minority communities from three aspects: the public security organs,the people in the minority communities and the social environment,so as to find out the crux of the relation between the police and the people.The forth chapter is an empirical study on the relation between police and citizens in Shifosi town,Nanyang city,Henan province.The author introduces the general situation of the minority nationalities in Nanyang city and the reasons for the formation of the minority settlement in Shifosi town,then analyzes the difficulties in the construction of police-civilian relation in the early stage,and finally discusses in detail a series of measures taken by the public security organs to improve police-civilian relation in Shifosi town,Nanyang city.The fifth chapter introduces the experience of police-civilian relationship construction in Tibetan area,Xinjiang area and Niujie district.Chapter six describes the countermeasures of constructing the relations between the police and the people in the minority communities.The author puts forward specific measures from the aspects of adhering to the party's leadership and implementing the ethnic policy,strengthening the team construction,doing the public security work well,and optimizing the external environment.
