A Research On The Public Security Human Intelligence Network Based On Social Network Theory

Along with the comprehensive promotion of Intelligence-Led Policing strategy,intelligence work is highlighted in public security work.However in practice,there are many factors that hindered public intelligence work,such as absence of policy and rules,imperfection of organization and management.Therefore,it's very urgent to find a new way to supply and perfect the current way of solving the problems in public security human intelligence work,and cover the shortage of inefficiency of the policies,rules,system and mechanism.In this context,the paper draws support from social network theory and discussed how to solve practical problems in public security human intelligence work from the perspective of human intelligence network.Documents research method,model method,qualitative research method was applied in this paper.Research shows,public security human intelligence work under the perspective of social network theory,provide a new point of view to solve these problems.Based on social network theory,and the individual and the organization form of human intelligence network,this paper seeks the solution and promotes the benign development of the public security intelligence work.From the perspective of the social network theory,the public security exists some problems such as human intelligence sources are inadequate,the cultivation of the node and intelligence source mining investment insufficiency,the lack of interpersonal relation and the lack of apply depth,contacting node update is not in time and information sharing system is imperfect.The causes of these problems are the obstacles in the process of the public security intelligence work,including policy barriers,organization and management of barriers,obstacles to profit-driven and communication barriers.According to the current situation of public security intelligence facing so many problems,it is of vital importance to seek for a complementary way to solve the problem of inefficiency of policies and rules in the public security intelligence work.Combining with the basic theory of social network content and according to the network construction process,make clear that the public security organ intelligence's needs,select network mode,and identify members of the network.Setting up the network connection,according to the theoretical part and Chinese scholars put forward three kinds of human intelligence network structure model introduces the composition of social networks,build an internal network by intelligence department,intelligence and other business departments,the public security organ public security organs and the external social entity which three human intelligence network and to form a three level of public security of human intelligence network,which the internal is close and external is loose.With the help of public security of human intelligence network,deeply developing internal and external interpersonal intelligence source,building internal and external information pool,building a trust relationship,mapping the human resources;forming an Intelligence alliance,and promote the public security intelligence work ultimately.
