With the continuous advancement of the public security intelligence work, the role of intelligence-assisted decision-making is becoming more outstanding, and the relationship between decision makers and the public security intelligence work has become a rising concern within the public security intelligence community and the public security intelligence operations unit.By reading a large number of documents and referring to the previous research results,it can be found that the positive influence of decision makers on public security intelligence work has been recognized. It is reflected in helping public security intelligence departments understand their intelligence needs and ensure the practicality of intelligence products;provide the public security intelligence departments with the providing of professional knowledge and support, and escort the public security intelligence work. But at the same time,in the practice of public security intelligence, some decision-makers are deeply ingrained in the habits and concepts of decision-making based on experience and intuition. They ignore the objective laws of the public security intelligence work, and even force the public security intelligence department to customize intelligence products according to their decision-making preferences, which undermining the objectivity and neutrality of intelligence work.At present, there is no systematic study on the negative effects of decision makers. This area of research will help enrich the research on the public security information science, and also help decision-makers and public security intelligence departments in intelligence practice to establish a reasonable relationship and avoid the negative influence of decision makers.Exerting the value of public security intelligence work and promoting the scientific and democratic decision-making of public security organs.Through the research on the negative influence of decision makers in public security intelligence work and their coping strategies,it can be seen that the negative influence of decision makers on the public security intelligence work runs through the entire intelligence process, and has different manifestations in each link. This kind of negative influence is generated by the decision makers, interacted between decision-making and intelligence and communicated to the public security intelligence department through the intelligence process the interaction of,and ultimately causes endangering consequences. The negative influence of decision makers will lead to the low quality of intelligence products, which will lead to decision-making mistakes. In the long run,it will also hinder the public security organs from forming a mechanism for intelligence decision-making.Therefore,we must take multiple measures to prevent decision makers from having negative influence by improving the ideological understanding of decision makers and strengthening the supervision of decisionmakers;Through the use of opportunistic analysis theory to build a good relationship between the decision makers and the public security intelligence department, regulate the communication and interaction mechanism between the decision makers and the public security intelligence department to block the spread of negative influence of the decision makers;By ensuring the independence of the public security intelligence department's business, enriching the composition of the intelligence team, strengthen trainings of skill and professional ethics for police, the public security intelligence department can help avoid the negative influence of decision makers, thus avoiding the negative influence of decision makers on the public security intelligence work.
