Research On Evaluation Mechanism Of Public Security Ideological And Political Work

For a long time,the establishment of the evaluation mechanism of public security ideological and political work has been the long cherished wish of the public security organs at all levels,especially the political departments of public security.As early as2005,the Political Department of the Ministry of public security put forward to establish a scientific evaluation system of ideological and political work.It is a pity that the progress of theoretical research is slow,and the academic achievements are very limited,which can not meet the urgent need of the development of public security ideological and political work.Under the new situation,The first priority is to establish a coordinated and systematic evaluation mechanism to strengthen and improve the ideological and political work of public security.That is to say building a scientific evaluation application system on the basis of the substantive elements and permeable elements of the ideological and political work evaluation of the public security,and giving full play to the diagnostic function and feedback function of the evaluation activities,so as to ensure the ideological and political work of public security to better serve the public security work and the construction of the team.According to the evaluation of the ideological and political education theory,performance evaluation and performance management theory,using the literature research method,investigation method and expert consultation method,the author discusses the evaluation mechanism of public security ideological and political work in three parts.The first part as the logical starting point of the study is to solve two problems.First,it defines the basic concepts related to the evaluation mechanism of public security ideological and political work,clarifies the connotation and function of the evaluation and evaluation mechanism of public security ideological and political work,and clears the blind area of conceptual cognition.Second,it expounds the basic theory of public security ideological and political work evaluation mechanism,including the theoretical basis and practical basis.The second part is the main part of the thesis,which describes the key elements of the evaluation mechanism of public security ideological and political work.This part particularly introduces the principles and methods that should be followed in the evaluation of the ideological and political work of public security,the establishment of evaluationstandards,the construction of the index system and the allocation of the weights of evaluation indexes.The third part is the foothold of the thesis,which focuses on the healthy development of the ideological and political work evaluation mechanism.By reviewing the present situation of the evaluation mechanism of public security ideological and political work,the author finds out the existing problems,and then puts forward the path to improve the healthy development of the evaluation mechanism of public security ideological and political work.To construct the evaluation mechanism of public security ideological and political work,the key point is to establish the objective criteria of the evaluation of the public security ideological and political work,and to set up a comprehensive evaluation index system,the difficulty is to make scientific weight ratio of the index system,and create favorable conditions for the quantitative evaluation.After solving the above problems,this paper has formed a very innovative application model of the evaluation system of public security ideological and political work which is to promote the ideological and political work of public security to be more effective.
