A Study On Illegal Employment Of Vietnamese In Guangdong Province

In recent years,the number of foreigners,who engaged in illegal employment and captured by public security bureau of Guangdong Province,rises every year.Most of them are Vietnamese working in labor intensive factories.These foreigners involved in an increasing number of public security cases,crime and traffic cases.They violate laws and regulations of our country and disturb the orders of labor market.Meanwhile,they also engage in other illegal activities and cause extremely huge public security hazards.The police carry out specific management about illegal employment of foreigners each year.But after so many years' renovation,the result is still not satisfying.The problem of illegal employment of Vietnamese still bothers the exit-entry administration apartment.I observe the special features,causes and public hazards of illegal employment of Vietnamese in Guangdong with the international migration theory.I ponder over its inherent law,and apply theory into practice in this paper,so as to perfect the countermeasures.I suggest that the existence of illegal employment of Vietnamese has a regular pattern from the course of its occurrence and development,which has formed a certain kind of social network.It has been 40 years since reform and opening in China.The national economy has experienced a sustained and rapid development,and the national power has been continuous enhanced,China is richer than Vietnam.The two countries are bordering on each other and are connected by waterways and lands,which make it easier for some Vietnamese to enter Guangdong and get illegal employment to pursue economic interests.It has been a long time since Vietnamese cross the borderline and find works in China.,and this formed a migration network.The Vietnamese came earlier will offer recruitment information and financial aids to the Vietnamese who intent to work in China,which speeds up the cross-border employment.The present laws and management means concerning the employment of foreigners are relatively lag behind the rapid economy development in China.It calls for the strengthen governance of illegal employment of foreigners,the revision of laws and regulations,the perfection of daily administration,further enhancing of regional police cooperation and crackdown on other illegal activities involved so as to solve the problem.Finally,we can keep the order of the labor market,the stabilization of public security and national security by building a high-quality foreigner management team which conform to the current situations in China,and improve the governance effect on illegal employment of Vietnamese.
