Law of the People's Republic of China on the control of the exit and entry of citizens which introduced in June 2012 work of obtain employment of personnel of China foreign process,but with the development of human resources globalization,more and more foreign workers to take illegal means to enter the work in our country,appeared to illegal entry,illegal residence and illegal employment as a representative of the "three illegal",It has a negative impact on domestic social security and the regulation of the job market.Qingdao,as the core hub of international shipping and an international port city,has the same serious problem of "three illegal".The study based on the theory of social governance theory and human resources,choose one side of the "three illegal" questions-illegal employment problem as the research object,based on the actual situation of Qingdao city innovation development phase,analysis of expatriates in green illegal employment is relatively concentrated,is engaged in the national character of nationality industry fixed,show the characteristics of the tidal phenomenon,At the same time,it has the particularity of Qingdao,that is,illegal residence leads to more illegal employment,and with the development of society,the number of illegal employment is increasing.In the actual law enforcement process,the entry-exit administration department of Qingdao faces many realistic dilemmas.The United States,Japan,Europe and other developed countries,as the old immigrant countries,have rich experience in the management of foreign personnel.Pass contrast international advanced experience,for our country foreign personnel management method offers reference.And combining with China's laws and regulations related to expatriates in China employment management,social public security management as the breakthrough point,put forward to perfect the legal norms,strengthen collaboration and data sharing,targeted by the department of law enforcement difficulty solving measures,designed to regulate illegal employment and work,improve work efficiency,maintain social stability and standardize the employment environment.
