Study On Governance Model Of Xi'an Qujiang New District

Because of the rapid development of society,population expansion,environmental deterioration,resource shortages consecutively arising,in order to alleviate the “city disease”,the concept of “new district” is appearing.New district is a new development area,has the independence but also rely on the development of the city,to a certain extent can relieve urban problems.Within twenty years,our country devote great effort to construction of new district.Infrastructure of new district is getting more perfect.The development of regional economy is significantly improving.New district has gradually become most competitive and potential hot topic of investment in China.Xi 'an Qujiang new district relying on the rich historical culture resources and beautiful royal garden scenery,rapidly become focus of attention.And Xi 'an Qujiang new district improve its competitiveness to attract investment.As a national cultural industry demonstration zone,Xi 'an Qujiang new district continuously develop at the same time,also will encounter new problems in the theoretical exploration and practical innovation.This thesis employs a system of Governance Theory,The Smallest Government Theory,Reinventing Government Theory and other theories and methods,discussing more systematically the governance model of Xi 'an Qujiang new district.First of all,the author study the governance model around present development situation,organization structure,structural analysis of Xi 'an Qujiang new district.Through the research of its,the thesis is clear about the advantages and challenges of governance model in Xi 'an Qujiang new district;Then By researching governance model of the four typical new district that include Singapore Jurong industrial park,Japan Tama new city,Shanghai's Pudong new district and Tianjin Binhai new district,the author summarizes the successful experience in common: weakening government functions and promoting the democratic process.Finally,by drawing on the successful experience of domestic and international new district governance model,and combining with the present situation of the Xi 'an Qujiang new district,strengthen the concept of community,optimize governance model of Xi`an Qujiang new district.It can adjust measures to local condition to promote the development process in Xi`an Qujiang new district.
