Study On Community Governance In Jiancaoping District Of Taiyuan City

With the vigorous development of Chinese socialist market economy,the original grass-roots social management system has been broken,and the urban social structure has undergone fundamentally changes,and the social management functions of many departments have been separated.Part of the government's social management function gradually decentralized to the social grassroots organizations.Community,as the basic organization of the society,reflects the people's living state and various needs in the first time.Therefore,community governance has become a social issue,its governance structure,governance mechanism,governance ability,governance level,directly related to the residents' sense of acquisition,well-being,security.And with the improvement of people's living standard,people's needs are more and more.So,the original way of community governance has not been able to meet the diversity of people's needs.Exploring the problems of community governance under the new situation,strengthening and innovating community management,has become an important subject for the government to promote social governance at the grass-roots level.At the same time,it will promote the national economy and speed up the development of the national democratization process.It is of great significance to improve the quality of life and the management level of the society.Based on the above significance,this paper,based on the multi-center theory,the new public management theory,the third sector theory and governance theory,makes use of the methods of literature research,field investigation and comparative analysis.And take the form of case study to study the work of community governance in Jiancaoping District of Taiyuan City.Through the field investigation of the Jiang Yang community in Jiancaoping District,it is found that there are some problems existing in the community governance work in Jiancaoping District,such as the serious offside phenomenon of the government role,the unclear power and responsibility between the main bodies of community governance,The development of community intermediary and social organization is backward,the construction of community infrastructure is not perfect,and the participation of community residents Enthusiasm is not high,the professional quality of community management personnel needs to be improved.The main reason is that the community governance is affected by the traditional administrative system,the government has limited support for the social organizations,and the government has no rationality for the setting ofthe community organization structure.Community residents' participation in the Internet platform is underutilized.The community public awareness of the community residents is weak,and the government has not refined the laws and regulations related to community governance.In addition,through the use of Shanghai,Shenyang,Qingdao,the United States and Japan,The analysis of the community governance model of ASEAN countries,to obtain certain experience and enlightenment,such as strengthening the development of non-profit organizations,adding Strengthen the construction of laws and regulations,actively classify community affairs,improve the community governance service system.Finally,on the basis of analysis and summary,the paper puts forward effective measures to optimize community governance in Jiancaoping District of Taiyuan,including transforming government functions,breaking through the influence of traditional system,perfecting community organization system,and giving play to the participation of various social organizations.Improve the relevant supervision and feedback mechanism and other measures.The promotion of community governance in Jiancaoping District of Taiyuan City also needs to respond positively to the suggestions for the construction of the intelligent community.The government should guide the construction of the intelligent community and improve the information level of the community.Using Science and Technology to really promote community governance To provide convenient services for community residents,thereby improving the well-being of community residents.
