The Community Governance Model Of Hong Kong District Council And Its Enlightenment To Mainland China

Since the 18 th Communist Party of China National Congress,Chinese society faces a comprehensive transformation of politics,economy and society.With the development of social economy and urban construction,it is difficult for the original city community work and organization system construction to meet the new standards and requirements of community service and community governance.It has become an urgent problem that how to strengthen the community governance under the new situation,to achieve the scientific,standardized and professional community work.Hong Kong residents' autonomy and grassroots governance system and community governance is quite characteristic.District Council which undertakes the function of community governance is an important part of Hong Kong grassroots self-government system,responsible for carrying out the policy advice for the government,reflecting the public opinion,promoting community development.The community governance model of District Council has valued inspiration for Mainland China.Based on the theory of governance theory,this study makes a system analysis and research of Hong Kong District Council development history on and after the return of Hong Kong,District Council's legal basis,system and main function.This paper focuses on community governance function of District Councils and analyses District Council's practices and results in promoting community governance with the specific case.Reviewing District Council's experience of community governance,this study concludes the enlightenment for Mainland China to promote the system innovation of grassroots social governance.The first chapter expounds the background and significance of the topic,the literature review of District Council and District Council's research of community governance.The second chapter overviews the core concepts of community,community governance and the Hong Kong District Council,and leads to the theory of governance and community governance evaluation framework.The third chapter introduces the development process of District Council before the return and after the handover,and then investigates on the state of District Council.The fourth chapter is the analysis of that community governance is consistent with Hong Kong District Council's function.Based on this analysis,the chapter chooses the North District Council as a sample to research the community governance model of District Council,and shows the effectiveness of community governance of District Council with the empirical analysis of Signature Project Scheme.Then the chapter evaluates the community governance process of District Council and sums up the advanced experience in accordance with the theoretical framework.The fifth chapter sums up the enlightenment for Mainland China to promote the system innovation of grassroots social governance based on the Hong Kong District Council community governance model.Finally the result of this study is summarized in the conclusion and expectation chapter,and the research direction and future plan is put forward.
