Countermeasures For The Floating Problem Of The Highly Educated Party Members Under The New Situation

The management of mobile party members is an important part of grass-roots party building work.June 2013 in the national organization of work conference,General Secretary Xi Jinping stressed that "party members are the body of the body cells." Merely the grassroots party organizations are strong and powerful,the party members should play their due role,the party's foundation can be solid,the party can have combat effectiveness.However,with the deepening of reform and opening up,the team of the floating population is more and more huge,party member due to factors such as employment,schooling,job-transfer flow between regions are more frequent.At present,the floating party member management is to difficult to grasp,training harder,action is difficult to play,the party is difficult to development,including highly educated mobile party members flow problem is more outstanding.The key reason is that there are many problems that need to be considered and solved urgently in the issues.As a result,the authors see this as a research subject.Taking the Zhenhai department of labour party branch as a case,through the analysis found that highly educated flow problems of the party member management,from the perspective of public management reform path is put forward,mainly including the following contents: it mainly includes the following contents: First of all,it explains the basic concepts and applicable theories of highly educated party members.Then,it mainly discusses the status quo of the Party members' management of the Party branch of the flow of labor in Zhenhai District,analyzes the existing problems and analyzes the reasons behind the problems.Finally,through the use of the famous McGregor theory Y and theory of objective management the author puts forward some suggestions on how to improve the management of the highly educated party members,such as cultivating "management and service" thinking,and setting up organizational management objectives.Innovating management of the means to gradually establish the system of objective management.Focusing on inspection and evaluation,to explore the establishment of mobile party members assessment mechanism and promoting local economic and social development.
