Study Of The Party's Organization And Management Issues In The New Situation

Organizational management is a problem which exists in organizations. Being a political organization, the Communist Party of China (CPC) also has the problem of strengthening organizational management and improving organizational effectiveness. In the fulfillment of the construction of the CPC, the Communist Party of China emphasized that it should manage itself, and formed a set of management style which has special features, achieved abundant management experience. Be guided by Marxism, this thesis inquiries into the problem of organizational management of the CPC, in the view of management theories, in order to find its characteristics and regulation.This thesis thinks that party is a political organization and has its organization characteristic. Therefore, comparing with organizational management of common organization, the organizational management of party has same characteristic. At the same time, the latter has its characteristic. This thesis thinks that, at the base of that party is the organism of the social system, organizational management of party is a process which integrates main factors of party, following the regulation of the organization movement, in order to improve the effectiveness of party activity. In contents, both organizational management of party and organizational management of common organization include the organizational objectives, organizational structure, organizational members and the technique system etc. But because of organization characteristic of party, there are differentiation between organizational management of party and organizational management of common organization. In this thesis, the management of organizational objectives of party can be divided into three parts which include the goal of society construction, the goal of construction of party and the goal of party members. The management of organizational structure of party includes layer structure, the section structure and the power structure. The management of organizational members includes the development of party members, the education and management of party members and the selecting and training of party cadres.On the base of national and intra-Party conditions, this thesis investigates the experience of organization management of CPC, analyzes the new challenge which organization management of CPC meeting, researches that in new situation how we can strengthen organizational management of CPC. This thesis inquires into that how we can perfect the organizational objectives, adjust the organization structure and manage the organization members. In order to perfect the organizational objectives, we should apply the Scientific Outlook on Development and accelerate socialist modernization in society construction, make the Communist Party of China the firm core of leadership of socialism with Chinese characteristics in construction of party itself, unify the realization of the total target of CPC and the value of party members in the goal of party members. In order to adjust the organization structure, we must emphasize that the democratic centralism is the premise, the norm of power structure of CPC is the key and the perfection of organization system of CPC is the foundation. When we strengthen management of party members, we should establish management mechanism of party members and cadres which meets request of the times, and work hard to improve their quality.
