| In the past twenty years,the administrative system of our country has found a great change,and the reform of the system has made remarkable achievements,the exploration of the system of comprehensive administrative law enforcement is one of the highlights and the focus of the reform.The ongoing comprehensive administrative law enforcement system reform in Ningbo has achieved certain success,but there are various difficulties in the system and its progress is not satisfactory.In this paper,it will analyze the connotation of restricting factors of comprehensive administrative law enforcement system reform and its impact on the development of the reform,putting forward a feasible way from the perspective of the law enforcement system of laws and regulations,management system,working system,public participation in scientific and technological innovation,enhance the ability to solve,relief and security system,in order to put forward suggestions to promote the Ningbo comprehensive administrative law enforcement system reform.The first part of this paper is the introduction,mainly expounding the research background of Ningbo comprehensive deepening the reform of administrative law enforcement,the important significance in academic research and law enforcement practice,the analysis of the domestic and foreign research,and putting forward the research ideas and research methods of this paper.The second part,firstly,theoretically explores the comprehensive administrative law enforcement system reform,mainly analyzes the connotation and characteristics of comprehensive administrative law enforcement system reform,the research of comprehensive administrative law enforcement in law enforcement agencies,law enforcement,law enforcement and other aspects of the consequences of city management law enforcement and other similar relationship between law enforcement system and mechanism,and points out the theoretical basis of comprehensive administrative law enforcement system the reform of government governance theory,holistic governance theory and the theory of bureaucratic street.Secondly,summarizes the domestic and international practice of the administrative law enforcement,and obtains the reference from the German order Bureau and Qingdao.The third part is considering the history and current situation of the comprehensive administrative law enforcement system reform from the perspective of Ningbo.The history of Ningbo comprehensive administrative law enforcement system reform is relatively concentrated in two stages: administrative punishment and the Ningbo municipal comprehensive administrative law enforcement system reform started(from 2002 to 2009)and the deepening and the development of Ningbo city comprehensive administrative law enforcement system reform and Reform(from 2010 to 2015).Since 2016,comprehensively promote the Ningbo city comprehensive administration law enforcement system has reformed and has established the reform of the organizational structure,improvement of the system mechanism and the establishment of comprehensive administrative law enforcement agencies,etc.The fourth part is studying the achievements of Ningbo comprehensive administrative law enforcement reform.At present,Ningbo has begun to take shape from the perspective of integrated law enforcement system,has established a comprehensive administrative law enforcement system reform organization system,has cleared the scope of the comprehensive administrative law enforcement regulations,has constantly improved the policy system,and has formed comprehensive administrative law enforcement management system;a rising in the aspect of the comprehensive law enforcement the ability of adjustment,integration of the relevant law enforcement agencies,staffing establishment has been optimized to establish a network platform from the reform of the administrative law enforcement;more powerful in the aspect of protection on the more powerful,the responsibility has been clear,the boundary of the relevant unit responsibilities clearly defined;reform and achieved certain results from the actual effect,the quantity and quality of administrative law enforcement the case in enhancing good social repercussions.The fifth part is exploring Ningbo comprehensive face deepening reform of administrative law enforcement problems.These problems in the administrative law enforcement management structure includes conflict between administrative system and reform orientation,organization system is not smooth,the coordination mechanism is not perfect;in the system specification,including the need to reform laws and regulations amended many deficiencies the authority of the law enforcement main function transfer is not scientific;in the law enforcement forces,law enforcement team of small scale,weak law enforcement capacity;performance in the face of external difficulties,including the workload doubled,the masses do not understand and anti violence law,law enforcement and security is inadequate.The sixth part is suggesting the path to deepening Ningbo comprehensive administrative law enforcement system reform,improve the comprehensive administrative law enforcement management system,to improve the comprehensive administrative law enforcement organization system,perfect grid mechanism,perfect coordination mechanism,establish coordination mechanism and assessment supervision mechanism;to improve the comprehensive administrative law enforcement system,to improve the comprehensive administrative law enforcement work within the system,to encourage the public to actively participate in the establishment of joint supervision system;to strengthen security in all kinds of comprehensive administrative law enforcement system reform,to develop and improve the relevant and comprehensive administrative law enforcement system of
