Study On The “Internet Plus” Public Service Delivery

In recent years,with the development and popularization of Internet technologies,the technology and concept of “Internet plus” has been beyond the filed of business and the public service has been infiltrated by the innovation of concepts,systems and approaches.The “Internet plus” could provide a solution for driving network governance,defusing demand-supply contradictions and improving quality for public service.Under these circumstances,a series of advanced theories,including“network governance”,“digital governance” and “new public governance”,help to design a theoretical framework for contemporary public service,which meets the requirement for the time of “Internet plus” public service.Essentially,as a network pattern of public service delivery,the “Internet plus” public service practice of“digital governance” and “new public governance” in contemporary China.Regrading“Internet plus” as the policy instrument and environment,the “Internet plus” public service delivery is transforming traditional patterns of public service delivery,reshaping the government-business-society relationships and promoting the network governance of public service.To demonstrate the improvement,this thesis take three cases including Hangzhou Uber,“intelligent community” in Suojin block of Nanjing and Xuzhou “micro-police” platform.Although having promising prospect and great potential,the “Internet plus” public service delivery brings people new confusions.There are two challenges: first,governance problems of Internet,such as “digital gap”,risks of information security etc;second,governance problems of network public service delivery,such as blurred property and responsibility among actors,difficult transition of public service approach,solidify concepts and Weak participation consciousness.Strengthening design of top-level system and clearing roles and responsibilities of every subject is order to cope with challenges and improve provision system.Microscopically,roles and responsibilities of governments,businesses and society should be defined.Macroscopically,three actors should start with concept,system and technology,applying Internet to prompt network.
