Public Service Delivery Based On The Cooperation Of Government,Society And Public Social Capital-PPP Model And Its Expansion

The PPP(Public-Private-Partnership)model is being carried out all over the country,and has become an important tool for the government to push forward the reform at this stage.As of July 2017,the Ministry of finance data center PPP cooperation projects show that across the country has reached a total of 13554 projects,total investment reached 16 trillion and 300 billion yuan amazing,to become the world's first PPP project needs the country worthy of the name.However,so many projects has suffered cold in the landing process,in the frequent introduction of policies to promote the situation,the overall rate of landing still failed to break 20%,parts of PPP landing rate is even less than 10%,which makes the development of PPP mode is affected.Not only that,for the PPP problems have also been reported that we can often seen.partnership,distort,improper co-construction makes Chinese PPP practice path of thorns.The current PPP mode is still more people interpreted as a kind of financing mode,PPP in practice in favor of infrastructure construction and municipal engineering construction,the project investment,operation of long period,for economic growth is far greater than for the public the real demand for public goods and services to respond.The public as a direct beneficiary of public goods and services is also the ultimate payer,which has not been considered into the PPP partnership,the advanced nature of the PPP model can not be fully reflected,and it is not conducive to the benign sustainable development of the PPP model.To sum up,China's PPP model is facing the urgent need to solve the real dilemma.This paper argues that the research of PPP in China concentrates too much on a specific field or a single discipline,but less on the whole,the lack of public interest,relying on the PPP model to change the government governance model,and using the new paradigm of network governance to build a more common partnership is not high enough.This paper tries to use principal-agent theory,new public management theory and network governance theory,Constructing the cooperative partnership between the three important subjects of the government,the society and the society.In order to break through the current PPP reality cooperation dilemma,but also to promote the government toward the modernization of governance capability direction.First of all,the introduction part introduces the background and significance of this topic,and clarifies the research methods and content,the possible innovations and shortcomings are briefly introduced,and the domestic and international studies are combed and analyzed;Then,it clarifies the concept of PPP,classification and social capital,and expounds the theoretical basis of this article,construction of government public social capital cooperation mode,the relation between each side is explained respectively,and the carrier of information technology as cooperation model is put forward,set up the analysis framework of this article;Subsequently,the article analyzes the historical development of PPP model in our country,and then combines the present situation of PPP in our country,using the data to analyze the reality and sum up the predicament that our country is facing at present;Thus,through the above conclusions,we describe the inappropriate cooperation of our PPP model under the guidance of the previous framework,outlines the logical line of"improper cooperation-irrational cooperation,dislocation of government role-cooperation dilemma";Again,with the aid of "81890" case,demonstrates that good cooperative relations contribute to the overall improvement of the public interest,the feasibility of using the three party cooperation model and information technology is summarized and demonstrated;Finally,this paper is based on the theory of equal cooperation network governance and the new public management theory which emphasizes the change of government role,put forward the construction of "equal cooperation of the multi governance network" and the current situation of the government functions,practical transformation of the improvement measures,aims to promote cooperation among all parties,and ensure the superiority of the PPP model to be truly reflected,improve efficiency and quality both,at the same time improve the overall public interest.
