The Practice Of Communication Network Fraud Crime Problem Research

According to the China Internet Information Center(CNIC)statistics report,as of June 2016,China's Internet users reached 710 million,Internet penetration rate of population of 51.7%,the size of mobile phone users by 656 million.The network has given people convenient and fast,but also brought a series of criminal problems,such as communication network fraud.The type of communication network fraud crime is various,the harm is widespread,not only violates the citizen rights and interests,but also poses the enormous threat to the social operation and the economic development.This paper is divided into four chapters.The first chapter lists the investigation in the work of the three typical communication network fraud cases,attempts from the angle of practice with specific case investigation form sums up common problems encountered in the telecommunications network fraud cases.The second chapter describes the current network fraud crime in our country's communication status,characteristics and types,illustrate the present situation of communication network fraud cases,high value,and the means of crime is of space virtualization,covert behavior,criminal gangs were younger age,low education,regional crime chain,industrialization,diversification and crime update quickly,characteristics of high-risk crime diversification and intersection,and then according to the public security organs have cracked the case have regional characteristics and criminal gang crime law corresponding to the modus operandi,lists the five typical communication network fraud type.In the third chapter,the author discusses the difficulties and causes of the investigation of the communication network fraud crime in practice,from the following aspects:filing,jurisdiction,investigation,evidence,facts and circumstances of the crime in detail from five aspects.The fourth chapter from the four aspects of perfecting the communication network fraud case and jurisdiction,establish communication network fraud crime investigation,the principle of changing ideas and perfecting the investigation methods to choose the real name authentication system,put forward the proposal for the investigation authorities investigating the case from the angle of practice,in order to provide reference for actual combat.
