As an important part of our country's institutions,public welfare institutions bear important responsibilities of providing public goods and public service provision.With the deepening of China's market economic system reform,the original unit operation mode and salary system exist obviously maladjustment with each other.The existing system of relevant institutions cannot meet the needs of the real work.It highlights the lack of fairness on the macro and incentive on the micro.At present,our country starts the overall reform of public institutions.The public institutions' personnel system reform and salary system reform are drilling down as well.Pay-for-performance reform improves the incentive mechanism,motivates the employees and increases unit activity.However,since pay-for-performance of institutions is a unique product of the management system of our institutions,problems like that the understanding of policy is not uniform and that the index system is inconsistent will come out easily in the process of reform.Our country started the reform of public institutions' pay system since 2006.This thesis was based on this macro background and combined local policies.It chose the G unit which is one of the public institutions in Yangzhou as an example to do research on the plan of pay-for-performance reform.Firstly,this thesis started with the concept and characteristics of public welfare institutions in our country and reviewed the reform process.It also combined characteristics of public institutions'the personnel system and salary system to clear the background and direction of the public institutions' pay-for-performance reform.Secondly,this thesis combined with the effect and situation of the G unit's pay-for-performance reform and used several ways synthetically to collect and analyze the data.It also summarized the effect of the G unit's pay-for-performance reform in combination with relevant basic theory.Finally,this thesis put forward suggestions push forward the pay-for-performance reform of public welfare institutions combined with the problems existing in the reform of the pay-for-performance of G unit and relevant theories and methods.It aimed to improve employee's initiative and initiative and increase the competitiveness and vitality of public welfare institutions.This thesis hoped to lay a solid foundation for the growth and development of the unit and be a reference of other public institutions when they are carrying out the relevant reform work.
