Public institution is a unique form of social organization in China,which has played a great role in promoting the social and economic development of our country.However,with the gradual improvement of market economy,the existing system of public institution can not adapt to the current development form,so the reform of public institution is imperative.Since 2017,Guangzhou X Research Institute,as the pilot unit,has officially kicked off the reform.X Research Institute has carried out reform measures such as withdrawal and reorganization,the transformation of production and operation departments into enterprises,and the implementation of the policy of "downsizing".With the deepening of reform,the problems caused by the reform have gradually become prominent.During this period,the brain drain of X Research Institute became increasingly serious and the scientific research team was unstable.This paper deeply analyzes the problems existing in the talent incentive mechanism in the reform process of X Research Institute and puts forward improvement strategies,in order to provide references for the reform of similar units.This paper takes X Research Institute as the object,studies domestic and foreign literature,combines ERG theory,expectation theory and reinforcement theory as the theoretical support of the paper,and analyzes the problems of talent incentive mechanism in the reform process of the institute through a large number of interviews and questionnaires,which mainly include: The promotion system is single,the salary system is unreasonable,the performance appraisal system is not scientific,and the talent cultivation mechanism is not perfect.In view of the existing problems,combining with the reform should follow the basic principles,put forward building flexibility promotion system,improve the salary distribution system,formulate scientific and effective incentive plans,establish sustainable training system,and puts forward to establish modern scientific management system,and achieve the goal of effective incentive talents,to maintain the scientific research team,build a complete talent echelon,To provide talent guarantee for the long-term development of X Research Institute.The research results are not only an academic exploration of talent incentive mechanism,but also a research on the reform practice of public institutions in China,which is of great significance.
