Performance appraisal in public institutions is an important basis for reward, punishment, dismissal, promotion, communication and other work. Scientific method of performance appraisal in public institutions will produce a better result of incentive and restraint effect, and help to improve the capacity and level of personnel in institutions, to enhance the effectiveness of institutions, to meet the needs of public services better.Currently in China, institutions performance appraisal system is still a difficult problem. Some progress has been made, but there are some kinds of problems to be solved. For example, the performance evaluation index design is too general and lack of specific evaluation criteria, not precise enough; emphasize the qualitative assessment, but quantitative assessment with deficiencies. Many institutions go through the motions of performance appraisal process and lack of real component, without effective incentive and restraint results. More research needs to be done in both theory and practice, especially in The combination of theory and practice.Comparison and case analysis methods are used in the paper. Studies to assess the performance evaluation in foreign government, enterprise performance management and domestic institutions provide important reference for further exploration. Firstly, the paper started from the theoretical interpretation of research, introducing performance evaluation, the concept of public institutions, the content of performance appraisal, and performance appraisal methods in theory. Secondly, the paper specifically explored institutions in Rizhao City, Shandong Province as an example. Finally, the method of gradually improve institutions performance appraisal system is listed.It follows that the following understandings by systematic study: first, performance appraisal institution has its difficulties, which need to be overcome gradually; second, index design of the institutions performance evaluation has to highlight individual participation and strengthen the dynamic adjustment; Third, the assessment organization training and the use of assessment results must be strengthened.
