Since 2016,sharing bicycles began to rise in China,especially in the major traffic sections of big cities and campus streets.Sharing bicycles as a new means of transportation,closely linked the bicycle rental industry with the Internet.The characteristic of sharing bicycles is to use mobile Internet to go online,convenient and fast.Sharing the single vehicle improves the utilization of the single vehicle,makes full use of the social resources,and solves the actual problem of "the last kilometer of public transportation" in the big cities.But sharing is something new to share the bicycle bike,put the amount of the lack of supervision of legal regulation,leading to a shared bicycle too much control over the enterprise put the amount of bike sharing,put the unreasonable distribution of the single market,the market share of legal regulation of the amount of bicycle is a topic worthy of study.This paper uses comparative research,normative research,empirical research and other methods to study the legal regulation of the sharing of bicycles market.In addition to the introduction and conclusion,the full text is divided into four parts.The first part is the summary of the legal regulation of the sharing of bicycles market.This part defines the concept of a bike sharing amount,starting from a shared lease contract relationship between single enterprises and consumers,analysis of the default attribute sharing this phenomenon in a single amount within the region,and to explore the status quo of China's bicycle sharing market volume regulation.The second part is the situation and reason for the reduction of the share of the bicycles market in China.Firstly,put the amount of decrease of bike sharing from two angles of time and space,further analysis of the causes of the market to reduce the amount of bike sharing,the reason is that enterprises in the profit sharing cycle and enterprise strategic regional emphasis put to part area bike quantity is obviously insufficient,and the government for the sharing of bicycle parked chaos repeatedly stopped sharing bicycle delivery,a listing will also share the bike facing the bicycle man-made damage is serious,the fare evasion phenomenon leads to more user operating difficulties,meager profits or even losses caused enterprises to increase the delivery of bike sharing.The third part draws lessons from foreign experience in the management of shared bicycles.It analyzes from three aspects: the European Union,the United Kingdom and the United States.Sharing bicycles appeared earlier abroad,and the management measures were relatively mature.The foreign encouragement for the sharing of bicycle,not only givegenerous financial subsidies to support the amount of bike lanes and also built facilities in the capital,so as to solve the parked chaos problem.This paper summarizes the experience abroad,and elaborates from three aspects,namely,the enterprises,the government and the individual.It seeks to improve the measures of sharing the bicycle market economy in China.The fourth part is the suggestion on the legal regulation of the sharing of the bicycles market,which is the core content of the full text.The key to solve this problem is to regulate the establishment of the legal system of sharing the bicycle market,which requires the joint efforts of the three parties,namely the enterprise,the government and the consumers.In the enterprise,should be reasonable ratio of market volume,through the systematic management to ensure the sharing of bicycle quantity,by industry associations to regulate the rational adjustment to the amount of bike sharing;in the government,setting up the protection policy of supporting legal system,the use of share to ensure delivery bicycle bike sharing market volume,construction of city bike sharing infrastructure facilities;individual,abide by the contract spirit,honesty pays the rent and take good care of sharing bicycle.It is suggested to build a good economic development environment for sharing the bicycles from three aspects,and to ensure that the volume of the single vehicle is satisfied with the consumer market.
