Bicycle-sharing as a new enthusiasm for the sharing economy.On the one hand,it caters to the concept of green travel,quietly changes the way of people travel,effectively alleviates the current traffic congestion,and reduces the emission of pollutants.On the other hand,it brings new challenges to urban governance,such as disorderly parking,occupation of road space,malicious competition among enterprises,etc.These phenomena are gradually highlighted with the continuous development of shared bicycle enterprises.In addition,due to the irregularities of bicycle-sharing users when they ride,the uncivilized use of bicycles in disregard of the rules has brought difficulties to urban governance.Therefore,the governance of bicycle-sharing needs the intervention of the government,the government is indispensable in its governance process and must do something.The government should shoulder the corresponding responsibility,strengthen the planning and management of bicycles,and promote their better progress.From the perspective of public governance theory,based on the first-hand information of the field survey on bicycle-sharing in Wuhan,Hubei Province,this paper analyses the problems and causes of the government in bicycle-sharing governance through questionnaires and interviews,and puts forward innovative behavior paths.This paper analyses the problems and reasons of the government's participation in bicycle-sharing governance from the aspects of offside of government authority,absence of function,lack of supervision and guidance services.Innovation introduces the behavioral path of "reforms to delegate powers,streamline administration and improve regulation and services",innovating the concept and mode of bicycle-sharing management,and puts forward some strategies to improve the government's strategy of bicycle-sharing management in order to standardize the development of bicyclesharing from the aspects of clearing departmental responsibilities,strengthening government supervision and optimizing government services.This paper analyses the role played by the government in coordinating the market and society,and holds that in the process of governance of bicycle-sharing,the government should grasp the relationship with the market and society.The solution of the problem can not only rely on the self-discipline of enterprises,but also need the government to lead,introduce market forces and establish a good interactive governance system with the bicyclesharing enterprises.At the same time,the government should guide people to participate in bicycle-sharing governance,listen to public opinion,and change to a service-oriented government.Inspired by the theory of public governance and based on the quasi-public goods attribute of bicycle-sharing.The author believes that the governance subject of shared bicycle is not unique,and should involve the government,the market(bicycle-sharing enterprises)and social citizens,which constitute the governance system of bicyclesharing.The government should exert its functions to carry out macro-control and effective governance within the scope of its functions and powers;the market should play the role of "invisible hand" to allocate resources and realize Pareto optimum.Bicycle-sharing enterprises should strengthen self-discipline awareness,avoid public tragedy in bicycle-sharing market,and achieve good interaction and data sharing with the government.Social citizens should form a social consensus on civilized use of vehicles,cooperate with the government and enterprises to help the sustainable and healthy development of bicycle-sharing.
