The Research On The Government Functions Of Capacity-expanding And Quality Promotion In City Zone Of Yangjiang City

Guangdong Province is China's great economic province in the forefront of reform and opening up area.Guangdong Province can be divided into "Pearl River Delta",eastern Guangdong,western Guangdong,northern Guangdong region according to the regional division.With the economic and social development and the differences of concept,location,policy,resources and other aspects,the development level gap has expanded between the northwest region of eastern Guangdong and the Pearl River Delta.The economic and social development speed of many counties(city,district)in the northwestern Guangdong region are slow,which seriously restricts the social development level in the northwest region of eastern Guangdong.In 2012,in order accelerate the speed of development in the northwest region of Guangdong Province,the Guangdong provincial committee and government put forward the "support the provincial-level cities to renewal and upgrading of the northwest region of eastern Guangdong,gathering development,firstly rise." As a major step to revitalize the northwest region of eastern Guangdong,the provincial-level cities of the northwest region of eastern Guangdong through " renewal and upgrading " to promote the urbanization process to achieve regional balanced development.Under the current background,this paper takes Yangjiang Binhai New Area Administrative Committee as an example to explore the problems existing in the operation of government functions,explore the role of government in urban renewal and upgrading,promote the transformation and implementation of government functions,and provide suggestion for renewal and upgrading of other new district.Yangjiang Binhai New Area was established on March 19,2014.As the main battlefield of central city of expansion,the construction of Yangjiang Binhai New Area is the implementation of the spirit of the 18 th Party Congress and the provincial committee and government to further promote the revitalization of the eastern region of Guangdong Province.The purpose of this paper is to study the development process and institutional disposition of Yangjiang Binhai New Area Administrative Committee to study the role of government in renewal and upgrading of Yangjiang Binhai New Area and try to put forward the basic idea of conforming to the transformation of government functions in urban renewal and upgrading to promote the development of Yangjiang Binhai New Area.
