The Challenges And Countermeasures Of Building A Community With A Shared Future For China And Africa

“A community with a shared future for humanity” is a diplomatic term that is frequently used since the 18 th National Congress of the Communist Party of China,which embodies the powerful diplomacy with Chinese characteristic.China continuously innovates in the diplomatic strategies,and it tries to make great contributions to the peace and development of the world.The consciousness of “a community with a shared future for humanity” refers to the reasonable concerns for other countries in the pursuit of their national interests,and promoting others' counties' development while pursuing their own national development.The concept of “a community with shared a future for humanity” is the result of the Party Central Committee's profound thinking on the international relations of the 21 st century,which is based on Xi Jinping,which embodies the “Chinese wisdom”.The friendship between China and Africa can date back to the ancient times,which has lasted for a long time so far.The China-Africa relation was upgraded from “new type of strategic partnership” to “comprehensive strategic partnership” in 2015.President Xi put forward,“China and Africa have always been the community of fate.The common historical experience,the common development tasks and the common strategic interests have linked us closely and tightly.At this stage,China and Africa have entered a period of all-round cooperation.China and Africa should deepen their cooperation in various fields and build a community with a shared future.This paper firstly introduces the connotation of the community with a shared future for China and Africa,and clearly points out the target orientation of establishing the community with a shared future for China and Africa.The paper emphatically analyzes the challenges of building the China-Africa fate community in the following fields: economy and trade,security,cultural communication,international community and so on.And then provide the corresponding countermeasures.There are four chapters in this paper.The first part mainly introduces the community with a shared future for humanity and the community with a shared future for China and Africa.The content of this chapter includes three sections.The first section introduces the background and connotation of the community with a shared future for humanity,and the second section expands from the connotation of the community with a shared future for humanity to the connotation of the community with a shared future for China and future.The community with a shared future for China and Africa is the unity of the interest community,responsibility community and fate community.The third section analyzes the significance of building the community with a shared future for China and Africa.The second part mainly clarifies the goal of building a community with a shared future for China and Africa: strengthen political mutual trust and lay the cornerstone of the community with a shared future for China and Africa;deepen economic and trade cooperation and build the interest community of China and Africa;strengthen security cooperation and build the security community of China and Africa;promote cultural communication and build the humanity community of China and Africa.The third part comprehensively and systematically analyzes the challenges of building the community with a shared future for China and Africa.This chapter analyzes the challenges of building the community with a shared future for China and Africa from the perspectives of economic and trade cooperation,security,cultural communication as well as the competition and disruption of international community.The challenges faced by China and Africa in the economic and trade field include the imbalance of China's investment for Africa,the frequent occurrence of trade frictions between China and Africa,the weak infrastructure construction in Africa and the low level of regional integration,and the many challenges on building the China-Africa industrial parks.The complex security situation of Africa is a challenge for building the China-Africa security community.African countries are unstable and conflict-prone.Terrorism has grown in African countries,and non-traditional security issues have been highlighted.The construction of China-Africa humanity community is facing the challenges.Such as,Africa has an insufficient understanding of Chinese culture,the people's communication between China and Africa is also insufficient.The construction of the community with a shared future for humanity is also facing the competition or interference from the western developed countries and emerging countries.On the one hand,China faces the competition from the western countries and emerging countries in the African market.On the other hand,China also faces the pressure of the international public opinion dominated by the western countries.The fourth chapter put forward some countermeasures based on the challenges of building the community with a shared future for China and Africa.As proposed in the previous chapter,deepen the cooperation of China-Africa economic and trade,and build the China-Africa interest community.China must give a balanced investment for Africa,and properly handle trade frictions between China and Africa.At the same time,China must actively and fully participate in the infrastructure construction of Africa,and actively promote the China-Africa industrial parks' healthy development.In the field of security,The China-Africa security cooperation must be strengthened,and build the China-Africa security community.First,China must actively mediate and mediate the conflicts of Africa.Second,China improves the China-Africa security cooperation mechanism.Third,China vigorously promotes the construction of the collective security mechanism of Africa.Fourth,China must improve the institutional discourse power over the security cooperation for Africa.Deepen the cultural communication and cooperation between China and Africa,and build the China-Africa humanistic community.Realize the dissemination of localization of Chinese culture,promote the non-governmental organizations of China to walk out,and promote their communication of development experience.Based on the challenges from the international community,China should promote the construction of multilateral cooperation mechanisms,and strengthen the positive publicity of China-Africa cooperation.Deepen various fields' cooperation between China and Africa,and focus on building the community with a shared future for China and Africa,which surely promote the realization of the “China Dream” and “Africa Dream”,and also bring their common development.China deepens the cooperation with Africa,which can help African counties to achieve their development and contribute to the balanced development of the world.It highlights the responsibility and commitment of China well.
