Study On The Challenges And Countermeasures Of China's Aid To Africa

In his speech at the opening ceremony of the China-Africa Cooperation Forum in 2018,General Secretary Xi Jinping pointed out that we must always keep the interests of the Chinese people closely linked with those of the African people,and further carry out the "eight actions" on the basis of the China-Africa "Ten Cooperation Plans,opening a new chapter in China-Africa cooperation.With the rapid development of China-Africa friendly relations,China has attracted the attention of many scholars at home and abroad.China's strengthening of aid to Africa will help,on the one hand,to build a community of destiny and,on the other hand,to help China's aid to Africa will be carried out smoothly and efficiently in the future.While helping Africa,China has expanded its circle of friends in the African region,which is actually developing a win-win aid model.Of course,China's success in non-aid is accompanied by many voices of doubt and challenges.Therefore,it is necessary to objectively and impartially explore the development of China's non-aid from the perspective of international political theory,the challenges and causes of China's n'on-aid in reality,and put forward the countermeasures to deal with the challenges.Foreign aid as a hot issue in the field of international relations while China's non-aid as an important part of the international aid system and one of the hot spots concerned by the international community,under the new situation,China's discussion of non-aid issues has very important research value.Through combing the stage of China's aid to Africa,this paper finds that China has been facing the challenges of western public opinion in the process of aid to Africa,the shortcomings of the non-aid management mechanism,the aid competition from the traditional western powers and the emerging economies such as India and Brazil,and further from the lack of publicity and transparency of the non-aid work in China,and the jumbled organization system of aid management The reasons for these challenges have been analyzed in terms of the lack of sound legal norms and evaluation mechanisms and the upgrading of Africa's strategic position.Based on some literature and comparative studies,and taking into account the experience of Western traditional aid powers and the specific situation of China's aid to Africa,this paper proposes measures to broaden aid publicity channels and disclose certain aid data,improve aid laws and independent evaluation mechanisms,focus on Africa's autonomous development under the mutually beneficial aid model and pay attention to the spiritual demands of African people,and so as to improve aid work while promoting China-Africa common development.
