Study On The Management Of Rural Collective Assets

In the report of the Nineteenth National Congress of the CPC,it was proposed that the strategy of Rural Revitalization should be promoted in an orderly manner and the construction of agricultural and rural modernization should be steadily promoted.Implementing rural rejuvenation is to solve the difficult problems in the development of agriculture,rural areas and farmers,deepen the reform of rural property right system,safeguard the rights and interests of rural groups,and develop and strengthen collective economy.In which,it is an indispensable link to rapidly improve the comprehensive management level of collective assets at the village level of the government,and it is also an extremely important link in the rural grassroots management.Strengthen the management of collective assets at the village level and support the development of rural collective economy are the necessary ways to maintain the operation of rural grassroots organizations,guarantee the development of public welfare undertakings and improve the welfare treatment of villagers,lay a solid economic foundation for the comprehensive development of rural areas,provide endogenous power for the realization of rural revitalization,and are the important grasps of rural public management.First of all,the concept of collective asset management is defined,which assets belong to the scope of research is elaborated,and the corresponding management activities and management subjects are defined.Secondly,through literature research,case analysis,field investigation and other research methods,learning various theories and relevant literature,starting from the relevant policies and regulations as well as the actual implementation of the grass-roots level,taking Z County in Jiangsu Province as a case,mainly focusing on the problems of unclear assets,weak growth,and management model defects in the rural collective asset management model,and carrying out the implementation in some rural areas Practice research,focus on the reform of rural collective asset management,from the perspective of public management to analyze the existing problems.Finally,according to the problem to explore the internal causes,looking for possible solutions.The management of rural collective assets covers preservation and appreciation.It is not only necessary to manage the existing village collective assets,but also to seize the opportunity and develop the village economy rapidly.At present,Z County has a good foundation of rural collective asset management.Through the development of carrier economy,the collective income of the village has been steadily improved year by year,and the welfare of the villagers has been gradually improved,which greatly proves the comprehensive governance ability of the two committees of the village,digests the rural surplus labor force,and makes a significant contribution to reducing the gap between urban and rural development.But at the same time,this paper also believes that there are many problems in Z County's rural collective asset management,such as the financial management is not standardized,the project management is arbitrary,the internal control mechanism is not perfect and so on,which is not conducive to the further improvement of rural collective asset management level.The main reasons are that the ownership of rural collective assets is vague,the daily management and supervision system is not perfect,the village affairs are not open enough,and the grass-roots agricultural economic team is not equipped enough.In the next step,we should further improve the rules and regulations,continue to carry out the property rights reform of rural collective assets,do a good job in the construction of asset clearance,capital verification and property rights trading platform,and comprehensively improve the capacity of grass-roots governance;fully grasp the opportunities for economic development at the village level,strengthen the construction of financial teams at the village level,strengthen the openness of village affairs,unblock the channels of letters and visits,and further play the role of villagers' supervision.
