Research On The Function Of Township Government In The Rural Land Circulation

In recent years,the issue of rural land circulation is highlighted increasingly.In the current stage,the success of township government function optimization has become the key to the smooth development of land transfer.As a grass-roots government,the township government has to abide by the basic policies and laws which can promote the construction of the rural land circulation,and also need to create a sound environment for implementing the rural land circulation policy.Therefore,it is necessary for the township government to shoulder more administrative responsibilities when exercise the functions of the government.In the process of rural land circulation,if township government staffs occur the deviation of its functions,offside,dislocation and vacancy which are the phenomenon of unclear location and unclear responsibility,can influence the effect of rural land circulation easily.In this paper,firstly put forward the necessity of research on the function of township government in the case of rural land circulation.Secondly,take S town as a case study,based on the results of questionnaires and interviews;discuss the present situation of rural land circulation and the status quo of township government functions in the rural land circulation.Analysis of the problems of township government functions in the rural land circulation,including the cognition of the function of the township government is biased,the comprehensive quality of township government staff is low,the evaluation mechanism for the work of the rural land circulation is not perfect,relevant policies and laws and regulations are not perfect.Studying on how to solve the problem between the function of the township government and rural land circulation is imminently.Finally,based on the field investigation and questionnaire data analysis of S town,put forward the countermeasures to optimize the functions of township government in five aspects: localize government's function scientifically,improve thecomprehensive quality of township government staff,optimize the evaluation mechanism for the work of the rural land circulation,the establishment of service-oriented government,the establishment of the rule of law government.Meanwhile,summarize the research results of this paper,analyze the deficiencies of the research and give an outlook to the future research direction.
