Research On The Role Of Grass-roots Government In Rural Land Circulation

Since the reform and opening up,China’s economy has rapidly developed.What’s more,social structure,production and living mode have also greatly changed.It is the general trend under the new situation that the traditional mode of agricultural production and management are changing to large-scale intensive production,the rural labor forces are losing to the cities and towns,the land is idled or its utilization efficiency is becoming low,the management right of rural land is transferred orderly according to law,and the land management scale is developed moderately,which are of great significance to the development of modern agriculture.In the process of rural land circulation,the primary government plays an indispensable role,and its function directly affects the status and effect of rural land circulation.This paper makes a comprehensive investigation on the rural land circulation in Dingtao District,extensively consulting materials and relevant documents,accumulating theoretical basis.What’s more,through field investigation and interviews,this paper obtains first-hand materials and data from different perspectives,combines with actual situation to study and analyze the situation and main problems existed in the function of Dingtao district government in this process,and then combines with the actual situation to find the reasons and offers suggestions in order to ensure the orderly and healthy circulation process and provide basises for the researches of relevant theories and practices.This paper first enumerates and clarifies the relevant concepts to facilitate the understanding and grasp of the content of the paper,and then analyzes that in the process of rural land circulation,the government should play a role in its functions,management,service,supervision and security.Combined with the investigation and analysis of Dingtao District,the government should take up its duties in strengthening organizational leadership,formulating relevant policies,issuing land right confirmation certificates,establishing circulation service institutions,and establishing dispute mediation mechanism.At the same time,there also exit problems such as the lack of in-depth publicity and guidance,the nonstandard circulation market,the lack of service supply,the insufficient follow-up supervision,and the low coverage of rural social security.The reasons for these problems are that the relevant staff are not professional enough,the relevant laws and regulations are not perfect,the policy starting point is biased,the service concept is not put into practice,and the awareness of security is weakened.Finally,this paper analyzes how the government can better play its role in the process of rural land circulation,which should focuse on optimizing the allocation of government staff and respecting the wishes of farmers;improving the system and standardizing the circulation behavior;improving the service system and cultivating the main body of operation;strengthening the supervision and controlling the whole process of circulation,improving the social security system and accelerating the construction of the financial service system.
