| This is a traditional civil work,as the economy continues to promote the transformation and social transformation,this work faces new challenges.Special needs are becoming increasingly diversified,but because of outdated concepts,ideological rigidity,causes the government human resource shortage,the new demand for traditional treatment work can not be timely and effective response to this object,no matter in theory,or in technology,the traditional special work are facing huge challenges.The non-profit organizations to participate in special care work is in the transformation of government functions in the context of the specific practice of social forces to undertake the public function of the government,but also the relationship between government and society,China's social governance pattern of remodeling embodied in grassroots preferential treatment.This paper first discusses the theory of non-profit organizations in accordance with the actual needs of the disabled,and then to Suzhou city practice work of NPOs in the special care Fengmen street as a case,analysis of the non-profit organizations to participate in the special function,advantage,difficulty and optimization path.NPO can effectively meet the special needs of many,update service concept,innovative service mode,to avoid "government failure" and other advantages,but also face a single source of funds and lack of development potential,talent flow frequently,professional degree insufficient,the effect is difficult to measure and evaluate the formality,too much government intervention,the lack of independent dilemma.Based on the analysis of the non-profit organizations to participate in preferential treatment on the difficulties,this paper presents optimization path,corresponding mainly to provide system and financial security,improve the occupation system,strengthen personnel training,improve theprofessional service,improve the assessment mechanism,construction of special care services provided by the multi system etc. |
