Research On The Optimization Of Preferential Treatment Placement In The Context Of A New Round Of Institutional Reform

Since the 18 th CPC National Congress,General Secretary Xi Jinping has made a series of important expositions on the preferential treatment and resettlement of military personnel in the new era.It has profoundly clarified the significance of the preferential treatment and resettlement of military personnel.Provide more reliable and effective protection.In April2018,in accordance with the State Council’s new round of institutional reform plan,the Department of Retired Military Affairs was formally established in Beijing,and the related preferential care and resettlement duties of the Ministry of Civil Affairs,Human Resources and Social Security,the Political Work Department of the Central Military Commission and the Logistics Support Department were carried out.The comprehensive integration has changed the management mechanism for the preferential treatment and resettlement of military personnel that had previously been led by the government,coordinated by departments,and shared locally.Since then,the Ministry of Veterans Affairs has been responsible for the uniformed care and placement of military personnel in China.The preferential treatment and placement work has entered a new mode of work.In the new round of institutional reform process,the military preferential treatment and resettlement work system is more scientific and smoother,but it also encounters some problems that need to be solved during the transformation and needs to be continuously optimized in exploration and improvement.This article takes China’s military preferential treatment and resettlement work as the research object,sorts out the historical evolution of China’s military preferential treatment and resettlement organizations before the reform based on organizational design,organizational change,and the theory of welfare pluralism.The reasons and plans for the institutional reforms explain the rationality and necessity of establishing the first Department of Veterans Affairs in the history of our country.According to the official information and related materials of the Ministry of Veterans Affairs,from the formulation of policies and regulations,the establishment of the system of veterans affairs,the status of financial transfers of preferential treatment and resettlement functions,and the contents of innovative preferential treatment services,the status of implementation of preferential treatment andresettlement in China after the institutional reform is examined.The study found that under the new round of institutional reforms,China’s military preferential treatment and resettlement work faces inadequate laws and regulations after the institutional reform,and the establishment of an up-and-down work and operation system faces obstacles.The service principals of military preferential treatment and resettlement affairs have a large transfer span and service subjects a single source and a low level of socialization.To this,this paper puts forward some countermeasures and Suggestions,such as perfecting the legal system of preferential care arrangement,speeding up the establishment and improvement of the system of preferential care arrangement,properly handling the interest relations among different levels and departments in the reform,and improving the degree of social service of preferential care arrangement.In order to improve the social status and security level of the entitled groups,to respond to the call of "let the military become a profession respected by the whole society",and to further optimize the work system of entitled groups for the military.
