Study On The Problems And Countermeasures Of Rural Petition In Fuqing City

In 2005,China issued Regulations on Letters and Visits which makes specific stipulations in several aspects such as methods,objectives,and channels of letters and visits as well as how to perform the work of letters and visits well.Regulations on Letters and Visits has been guiding the staff in charge of letters and visits in how to conduct the work.However,with the fast development of national economy and incessant deepening of rural transformation,some provisions of Regulations on Letters and Visits no longer meet current demand of people for letters and visits.Therefore,sound letters and visits system,and timely settlement ofconflicts will enable the problems raised by the farmers to be resolved in a sensible manner,which is of great significane to promote the rapid development of rural economy and constuct a harmonious society.This thesis takes the problems existing in the rural letters and visitsof Fuqing as the study content,adopts literature research to analyze the research status at home and abroad,uses a combination of cases and data to analyze the status of rural letters and visits of Fuqing in recent three years,and utilizes methods such as survey research,generalization and summarization to analyze the features and main problems of rural letters and visits of Fuqing,so as to offer countermeasures and suggestions for the work of letters and visits.This thesis contains four parts.The first part discusses current deficiencies of letters and visits in China by expounding the purpose and meaning of this study and analyzing the research status at home and abroad.The second part analyzes current status of rural letter and visits of Fuqing by analyzing concrete data,based on the result of which the features of rural letter and visits of Fuqing and the main problems raised in letters and visits are studied.The third part comprehensively analyzes the causes of current status of rural letters and visits in Fuqing city from three aspects including the masses,the government and the mechanism and by using real cases.The fourth part,based on the conclusion of cause analysis and from aspects of thoughts of the masses,government reformation,and mechanism improvement,proposes countermeasures and suggestions so as to provide reference to staff in charge of rural letters and visits.
