A Study On The Rural Petition In Mudanjiang City,Heilongjiang Province

With the rapid development of the social and economic system reform in our country,the contradiction in rural areas,which accounts for a large proportion of the population,has become increasingly prominent.The interests of the farmers can not be effectively expressed and protected.Complex and diverse rural petition problems emerge endlessly,and more and more farmers are on the way of petition.Because the education level of rural petition groups is generally low,and their understanding of society is relatively one-sided,leading to the group's "easy to enter and not easy to exit",the petitioners are very easy to enter into the misunderstanding of petition,and become the old petitioners,which has a great negative impact on rural economic and social development.The problem of rural petition has become the biggest social problem that our country is facing at present.Therefore,it is of great significance to solve rural conflicts and disputes for increasing farmers' income,promoting economic development and maintaining social stability.Taking Mudanjiang city of Heilongjiang Province as the starting point,this paper makes a systematic analysis of the current situation of rural petition in Mudanjiang City by means of literature research,spot investigation,analysis and induction,as well as the combination of theory and practice.It concludes that the rural petition in Mudanjiang city is characterized by large amount of petitions,many petitions beyond the level,serious group petitions,violations of discipline and laws,and policy interweaving,among which the land contract management,the problems of village affairs publicity,resource contracting and village committee election are relatively concentrated.In view of the outstanding problems existing in rural petition in Mudanjiang City,this paper analyzes that the existence of rural petition in Mudanjiang city is mainly due to the driving of traditional concepts,the inadequate implementation of national policies,the lack of necessary supervision by using Conflict Theory,Social Safety Valve and other related theories,combined with the latest research results at home and abroad.This paper enumerates the typical cases of rural petition problems in other areas of China,draws on the successful experience of handling the rural petition problems and resolving the rural social contradictions in other areas,and puts forward the countermeasures to solve the current rural petition problems in Mudanjiang City by using the methods of analysis and comparison.The grass-roots is the source of petition,and also the key to solve the problem of petition.It is an effective guarantee to improve the credibility of the government to adhere to the problem orientation,aim at the weak links,establish a joint mediation mechanism,strengthen the governance at the source,promote the construction of "connecting the heart bridge",and solve the problem of rural petition from the source.The primary task of rural petition is to comprehensively use administrative,legal,mediation and other methods,try to resolve conflicts and disputes at the grass-roots level,effectively avoiding small problems drag into big problems,and general problems evolve into petition problems.China's rural areas are in a critical period of rapid economic development and optimization and upgrading of industrial structure.Properly handling rural conflicts and disputes is the guarantee of economic development.Development and stability complement each other.Without stability,it is difficult to develop and reform.Without reform and development,it is difficult to maintain stability.
