Study On The Functional Change Of Sub-district Offices After "Town To Sub-district Office" Transformation

In our country,towns and street offices are the most basic components of government organization system.To a large extent,towns and street offices perform the same functions,but there are distinct differences between them.As the scale of the city expanded,the original rural areas turned into towns,and the original towns changed into street offices.The main content of this paper is how to locate and transform the functions of street offices after Towns Transforming into Streets.Two examples of Towns Transforming into Streets in Taishan District,Taian are chosen as the research objects.Based on the process of towns transforming into streets,and the status quo of the street offices after transfonning,the phenomena of offside,transplacement and absence of government functions in terms of economy,politics and public services after Towns Transforming into Streets are pointed out.It seems that these problems cannot be avoided after the transforming.The reasons are as follows:firstly,in terms of political function,street offices may suffer from temporary financial difficulties after the transforming due to the evaluation system paying more attention to the economy of the district government and their own traditional development values.Moreover,in the respect of politics,,the current legal system has not been well established and the functions of district governments and street offices begin at the wrong end as street offices have no real power;however,they shoulder numerous responsibilities.Fragmentations also exist in street offices whose municipal administration seems to be powerless.In terms of the social role,the administration of community committee tends to be distinctive;the urbanization level in the whole area is relatively low;other social organizations are not sound.With reasons above,the author puts forward the idea of functional positioning and transformation in combination with the current situation of domestic and oversea government management research.Therefore,to start with,economic functions should be transformed by improving the financial security mechanism of the street offices,weakening the assessment of economic indicators,and promoting the transformation of the function of the street economy from investment attraction to characteristic service.Next,political functions should also be changed through strengthening the construction of relevant laws and regulations in the street offices,and scientifically demarcating the functions of "district street".Last,social functions should be transformed through the methods of straightening out the relationship between street offices and neighborhood committees,vigorously developing social programs,and improving urbanization levels and guiding social organizations to help them.
