Study On The Problems And Countermeasures Of Statistical Law Enforcement

Various types of statistical data released by government departments have received more and more attention.GDP growth rate,house prices,household income and other data do not match the personal feelings,so the authenticity of the data has been questioned.The quality of the statistics is related to the government statistics and even the credibility of the government.All levels of government departments attach great importance to the quality of statistical data,but the statistical fraud has occurred.For statistical data fraud,the problem of statistical information distortion,need to take measures to curb.In the context of comprehensively promoting the rule of law,strengthen statistical law enforcement,is a powerful means to combat statistical fraud,to curb statistical violations.The paper takes the statistical law enforcement work in our country as the research object,and analyze the existing problems in the statistical law enforcement at present,include:the government statistical survey project set up more,and there is duplication,resulting in statistical reporting object to submit statistical information is too heavy,making the statistical agency and the object of investigation there is a negative impact on statistical law enforcement;lack of specialized statistical law enforcement agencies and the team,as well as the imperfect law enforcement supervision mechanism,making the coverage of law enforcement supervision is not wide enough,supervision is not big enough,it is difficult to give full play to the effectiveness of law enforcement supervision;and government statistics participants are not strong sense of rule of law,and the current government performance assessment and other factors resulting in poor enforcement of the external environment.By drawing lessons from the experience of statistical administrative enforcement in foreign countries,the paper puts forward some countermeasures to improve the work of statistical law enforcement:it should limit the power of the government departments to set up statistical investigation projects,reduce the burden on the survey object;reasonably set the statistical investigation information reporting obligations;explore the new government performance evaluation system to facilitate the implementation of statistical law enforcement.Set up a special statistical law enforcement agencies and teams,improve the law enforcement supervision mode,regularly carry out the county-level regional law enforcement inspection,improve the relevance and effectiveness of law enforcement inspection.The establishment of statistical administrative law enforcement information system,so that standardization of law enforcement,procedures,open,enhance law enforcement capacity,strengthen the supervision of law enforcement.
