The Solutions And Programs For Implementation Of Local Public Government Policy In China

In the coming of the new era, the outlook of scientific development has become a newmacro policy and provided clear value foundation for the development of the country in thenew historical period, which has profound impact on our sustainable development strategy,government’s public management pattern and social and market regulation. After years ofhardships and hard work, the rapid development in our country is bound to be accompaniedby the great changes in history as well as the mechanism. The prosperous development of ourcountry is also inseparable from the outstanding contributions made by local governments invarious provinces. It is because of the right strategies formulated by the local governmentsthat the government’s effectiveness can be greatly improved.Over the past decades of years, our country has obtained spectacular growth, which isclosely related to the implementation of the policy as well as the active and effectiveformulation of the policy. While yielding encouraging effects we cannot ignore the some partsare still needed to be improved in the response to as well as the implementation to the centralpolicy. On the processing of dealing with problems, we still lack the attention to the problems,which also reflects the enforcement of public policy is not in place. The flooded WangjialingCoal Mine in Shanxi as well as the Pingdingshan Coal Mine Explosion Leakage in Henan allreflects the omission and passivity of local governments during the implementation of publicpolicy. In the process of public policy implementation, the negligence of the duties by themain part or not enough in-depth on some links, will affect the results of policyimplementation.The implementation of public policy is a scientific and complicate process with no linksappearing problems. Any unreasonable factors will have influence on the entire policyimplementation system, which will greatly reduce the overall energy efficiency. The failure ofone line will affect the whole implementation process, which may directly lead to theirrealization of the policy objective. Nowadays, experts and scholars at home and abroadstudying public policy implementation are generally from the perspectives of its system orsignificance, with less attention to the specific problems in the policy implementation. Basedon abovementioned situation, this paper widely absorbs relevant research achievements athome and abroad, performs analysis on the problems existing in the process of policyimplementation of local governments in China and comes up with correspondingcountermeasures.This paper is divided into three parts. The first part is the description of basic theories,providing strong theoretical support for this paper with the definition of the public policyimplementation, main body of public policy and related theories in public policyimplementation as the main component of the description.The second part mainly analyzes problems of the public policy implementation by ourlocal governments: defects in the public policy making, insufficient executive effect of publicpolicy, the dislocation of execution mechanism and the lack of supervision. Based on case studies, the existing problems and causes of those problems are detailed analyzed, and furtheranalysis is done based on those case studies. In the last part, countermeasures, methods andsuggestions are provided through analyzing the reasons of the existence of problems. In theimplementation of public policy, some easily found problems can be avoided by improvingpolicy formulation process and implementation. Views and opinions on present situation oflocal government policy implementation are also presented.
