Study On The Mode Of Rural Home-Based Senior Care From The Perspective Of Public Service

The aging of China’s population is very serious,especially in the rural areas where economic level is lagging behind.The aging of the rural population shows a large,fast growth and an aging trend.The process of urbanization has weakened the function of rural families to provide for the aged.The traditional concept of "raising children for old age" has been challenged,and a large number of empty nesters are left unattended.The rural old-age problems are waiting to be solved in China.The home-based senior care has the advantage of the institutional pension and the family pension,which becomes one of the ways to deal with the rural dilemma.Firstly,the concept of the rural home-based senior care model is defined.The rural elderly pension needs are divided into five categories:material life support,life care,medical service,leisure and entertainment,spiritual comfort,based on Maslow’s hierarchy of needs theory,the theory of welfare pluralism,and the theory of public service provision and production.Secondly,the present situation of supply and demand of the rural aged people is analyzed,and the imbalance between them is also analyzed.Thirdly,SWOT-AHP is used to analyze the advantages,disadvantages,opportunities and challenges of rural home-based senior care and each factor’s influence degree,and the developing strategy of the industrialization of rural home-based senior care is suggested.Finally,the model of rural home-based senior care service is constructed from three aspects:target principle,operation mechanism and service system,based on the theory of public service.Evaluation indexes of social fairness,input cost,service quality and public satisfaction are selected to verify the rationality and maneuverability of the model.The public service angle is used to carry on the research on the rural old-age problems,and the government’s responsibility to realize the basic public service equalization is emphasized.Secondly,the old-age service is divided into affordable service and developmental service.Market and society are included into the main body of the supply of pension services.Different modes of supply are selected for different types of pension services.Measures taken above will effectively reduce the cost of pension services.Finally,the developing industrialization of rural home-based senior care can not only meet the diversified needs of the elderly in rural areas,but also conducive to the optimal allocation of social resources.
