Research Of Supply In Urban Public Senior Services

As the number of aging population increasing in recent China,there are vast of issues have been revealed from traditional elder care scheme.Family careing which used to be the prime solution,but it now has been weakened due to the changing in family structure.Traditional elder services such as community based and organizational based services are barely to satisfy the increasing needs of services as the aging population growing.Virtual Elder House is a new scheme of elder service,which origin from family care scheme,and supported by communities and organizations to each elder care family.This paper will be discussing the service scheme of virtual elder house in Chengguan District of Lanzhou City.Throughout observations of a number of questionnaires and interviews with groups of people,first of all,we figured how Virtual Elder House acts in providing services.In general speaking,government provides care services to elder people by purchasing services from non-government service providers.In this case,the role of government in providing care service is weaken,and social forces are strengthen.This paper also studied the three major parties of providing elder care service such as governments,organizations,and elder community.In a perspective of governments,the first advantage is cost reduction.The second advantage is that participants would be diversified under this scenario.In terms of organizations,they would take profit,social influence,and culture into account.The main problem is that there are burdens added to its cash flow whereas this services would create a remarkable social influence to organization self.As a result,organizations are conservative respecting this elder service.For elder people,their education background and income will reflect on their comments to this type of service.On the other hand,the quality of service will also impact the recognition for the elder people.For their family,they believe this scheme has its strengths against to the traditional scenario.In conclusion,virtual elder house scheme is a more advanced service as a solution of resolving aging issue,however,it still needs to be modified with many factors.In order to resolve public service issues,governments still need to play a key role,and all resources such as social network,organizations,volunteers and families must be integrated into this service.
