| The urbanization level is an important standard of the country’s economic development ability,the level of modernization development,and the social harmony and stability.We have developed positively urbanization at the beginning of the founding of our country,and obtained certain development,but also accumulated a lot of contradictions and problems.The new-type urbanization pays attention to make up for the inadequacy of traditional urbanization development,and the outstanding characteristic is to improve the quality of urbanization development,which emphasizes the human-centered,especially the special group of agricultural transfer population,who participate in and promote the development of new urbanization.The problems of agricultural transfer population in the process of new urbanization have caused the attention of the government and the national policy.Besides,theoretical researches have became upsurged.But from the perspective of the direction and the results of research,more attention is in the agricultural transfer of population urbanization’s system obstacles,cost pressures,the public service,government responsibility in the process of urbanization and the rights of the basic political participation implementation and research is relatively lag.The new-type urbanization construction is not only the economic development of urban and rural integration,but also including the equal political rights;Agricultural transfer of population urbanization is not only the equalization of public services,but also considering the effective implementation of political participation rights.Agricultural transfer of population as an important power of pushing the construction of the new-type urbanization,whose real life situation to a certain extent reflects the new-type urbanization development level and the quality;Farmers as a national important component of the population,whose political participation degree decides the development level of the country’s democracy.So the realization of the agricultural transfer population’s political participation rights,not only embodies ours democratization level,but also reflects the new results of urbanization in our country.Based on the systematic analysis of relevant theories about the new urbanization,political participation,transfer of agricultural population’s status and effect,etc,reveals the political participation dilemma of the agricultural transfer of population under the background of a new-type urbanization through the scientific method.The study analyzes the root cause from the institutionalized level,and analysis the specific reason from the interest adjustment,the missing of spirit of citizenship,and democratic consultation trouble.At last,put forward the reasonable way to solve the trouble in view of the problems and the reasons.Expect to lay the theoretical foundation for the realization of the agricultural transfer population’ s resettlement political participation rights and provide reference for the healthy and coordinate development of a new-type urbanization. |
