Study On The Responsibility Of Local Government To Undertake The Public Cost Of Urbanization Of Agricultural Transfer Population

Entering a new era,the key of China's new urbanization is to accelerate the process of urbanization.Therefore,it is crucial to promote the urbanization of agricultural transfer population.However,the conversion of household registration does not mean citizenization.What is more important is to meet the basic public service needs of the agricultural transfer population,so that they can enjoy the same public service treatment as urban citizens.This is the key to realizing the urbanization of agricultural transfer population.The public service demand of the agricultural transfer population will inevitably bring huge public cost pressure to the local government.Therefore,how to solve the cost pressure and clarify its own responsibility will become the key to the urbanization of the agricultural transfer population.Based on this,this study focuses on the public cost pressure of the urbanization of the population transfer population,and analyzes the responsibility of the government as the main bearer of citizenship.First of all,the article analyzes the logical relationship between public service cost and government responsibility from the macroscopic point of view,based on Maslow's need of hierarchy theory,public choice theory,and overall governance theory,and clarifies why local governments must bear the public cost of urbanization of agricultural transfer population and clarify the scope of responsibility.Secondly,taking Xi'an as an example,combining policy literature and related theories to construct measurement indicators,it is estimated that the per capita public cost of urbanization of agricultural transfer population in Xi'an is about RMB30,000.To analyze the public cost pressure of the citizens and the main government practices in the context of the rapid development of urbanization.Thirdly,starting from the problem orientation,it shows the current responsibility of the local government in the process of taking public public costs: local government responsibility is too heavy,fiscal expenditure is not targeted,and lack of coordination of market forces.Finally,based on the overall governance theory,it proposes specific measures for local governments to undertake the public cost of public from three aspects: internal integration,internal coordination and external cross-border,in order to optimize the supply of public services,promote the process of citizenization,and improve the quality of urbanization development.
