With the rapid increase in the level of social economy in China,the market economy continues to expand the scale,the collision between the various social fields fusion,intersection intensified,the modern society is more and more complex,the development trend of the relationship between the interests of cross combinations In this new social situation,a series of challenges have been brought to various administrative departments,such as overlapping of functions and powers,duplication of law enforcement,unclear responsibility,lack of control and so on.In order to adapt to the development requirements of the new situation,according to the “Law of the People's Republic of China on Administrative Penalty” sixteenth article related provisions on the administrative punishment of multiple departments into one department to exercise,the exercise specifically established the relatively centralized administrative penalty power department.Since the founding of new China,around the exercise of the power of relatively concentrated administrative punishment departments are different.But with the development of society,the relative centralized administrative penalty power is mostly unified by the urban management comprehensive administrative law enforcement departments(following Comprehensive Law Enforcement in Urban Administration).The emergence of urban comprehensive law enforcement departments has effectively solved repeated enforcement of law by various departments,cross enforcement,unclear responsibilities and inadequate control.However,there are many problems in Comprehensive Law Enforcement in Urban Administration(hereinafter referred to as the comprehensive law enforcement)in exercising the relatively centralized administrative punishment power,such as not clear of main division of law enforcement power,low degree of specialized legislation,low efficiency of law enforcement,simple and brutal of law enforcement means,and the low degree of coordination of law enforcement objects.These problems have been plaguing the urban management and law enforcement departments.Especially with the acceleration of urbanization process and the improvement of urban modernization,the existing comprehensive law enforcement model has been difficult to meet the needs of modern urban management development.How to innovate socialmanagement mode,ease the increasingly fierce conflict of law enforcement,and meet the increasing demand for public services,has become an urgent problem in the field of comprehensive law enforcement of urban management.With the social division of labor becoming more and more thin,and the ?requirements of the comprehensive law enforcement of urban management becoming more and more detailed,the refinement of urban management is imperative.This article will take LC District of Wenzhou City,Zhejiang Province as an example of Gridding system,a new measure of fine law enforcement in the field of urban management comprehensive law enforcement,Comparing with other areas of Zhejiang province urban management comprehensive law enforcement system,and combining with the grid background,analysis of advantages and difficulties to carry out comprehensive urban management enforcement of fine management,Finally,find the method of how to effectively carry out the fine urban management law enforcement to meet the needs of urban development.
